Duties Description Duties include but are not limited to:
1. Perform analysis of assigned program areas to assist in the develop of budget estimates and justifications.
2. Assist in the preparation of budget request documents to be submitted to the Division of the Budget (DOB).
3. Allocate funding, monitor spending and prepare reports, including monthly expense detail and projections of future spending.
4. Prepare and reconcile payments.
5. Review employee travel expense reports and assist staff with related questions.
6. Assist in responding to internal and external requests for information.
7. Assist in the development, maintenance of policies and procedures.
8. Exhibit proficiency in software applications including Microsoft Excel and Adobe Acrobat and have the aptitude to quickly learn new software applications, including, but not limited to, the Statewide Financial System (SFS).
9. Prepare journals in SFS to resolve funding problems and interchange funding.
10. Reconcile the distribution of procurement card payments in SFS and monitor the outcome.
11. As needed, review expenditures and prepare reports for HESC federal grant programs in accordance with both State and federal rules and regulations.
12. Perform periodic reviews of transactions to ensure related controls including policies and procedures are being followed and document such results.
13. Supervise accounts payable staff responsible for HESC voucher processing.
14. Perform other duties as assigned.
Minimum Qualifications For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Budgeting Analyst Trainee 1:
A Bachelor’s or higher degree
Budgeting Analyst Trainee 2:
Either One year of professional experience*; or
A juris Doctor, master’s or higher degree in a field related to the position being filled.
Senior Budgeting Analyst:
Two years of professional experience*; or
A juris Doctor, master’s or higher degree in a field related to the position being filled AND
One year of professional experience
*Professional experience must be performing the duties of the full performance level position.

Section 70.1 Transfer Senior Budgeting Analyst 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.1 Transfer to Budgeting Analyst Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-12 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.4 Transfer to Budgeting Analyst Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Budgeting Analyst Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c

Additional Comments TELECOMMUTING INFORMATION:
