Duties Description Reporting to the Director of the Change Management Office, the Administrative Specialist 1 will be responsible for monitoring the OCM Intranet and supporting the Intranet Team.
Duties include, but are not limited to:
• Conduct regular audits of all Intranet content and ensure it meets policy standards. Complete further studies of the effectiveness of the Intranet site and recognize and compile patterns for the Director of Change Management.
• Assist with Intranet content creation, employee engagement, and communication efforts.
• Create policies alongside the Director of Change Management to ensure Change Management policies align with the needs of the agency.
• Responsible to coordinate and facilitate regular team meetings with the OCM Intranet Team.
• Responsible to support, guide, and create training/communication materials for the OCM Intranet Team.
• Help manage Intranet features by administering communications on surveys, employee suggestion tracking, employee recognition tracking, and employee award programs.
• Work with staff and project teams on change initiatives and promote positive learning journey across the organization.
• Work with staff to identify new ideas, barriers, risks, and positive outcomes for projects and initiatives. Use the information from staff to prepare reports and recommendations.
• Conduct studies and research on internal communication best practices, prepare reports, and recommendations.
• Represent the Change Management Office at meetings and conferences.
• Prepare reports about Change Management Office activities for executive level staff.
• Performs other duties as assigned.?
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level** based on their experience and education.
Required experience: professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
**Administrative Specialist level requirements:
• Administrative Specialist Trainee 1 (equated to SG-14): bachelor or higher degree.
• Administrative Specialist Trainee 2 (equated to SG-16): bachelor or higher degree and one year of required experience.
• Administrative Specialist 1, SG-18: bachelor or higher degree and two years of required experience.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position that is eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
Additional Comments Operational Needs:
• Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period. At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
