Duties Description Under the supervision of a Real Estate Specialist 2 in the Real Property Bureau, the Real Estate Specialist 1’s job duties may include but are not limited to:
• Research public land records for title background, easement encumbrances, liens, deed restrictions or covenants, and determines effect of local zoning, or community master plan on potential use of State parcel.
• Supervises collection of data from other offices on real estate transactions, property titles, special assessments, taxes.
• Reviews full narrative self-contained appraisal report to determine the best supported value
• Drafts scope of service and reviews consultant prepared appraisals.
• Drafts leases, licenses, and easements for the use of State natural resources, recreational assets and underwater lands.
• Negotiates lease transactions with private building owners including preparation of final lease documents including issuance of Request for Proposals.
• Coordinates, reviews and approves all Vendor Responsibility documents submitted in support of proposed transactions.
· Coordinates activities with Office of the Attorney General and the Office of the State Comptroller on matters related to land acquisition
· Assist in the process of hiring consultant appraisers
· Collect and review real property data
· Research Public Lands Records
· Conduct physical inspection of property
· Work with property owners and Land Conservation Groups
· Review full narrative self-contained appraisal reports to determine value
· Create the appraisal review documentation to submit to oversight agencies
· Prepare Land Purchase Agreements, Grants of Easement and Leases
· Work to review and address all title objections
· Submit and monitor information provided to State oversight agencies
· Acts as project manager and primary point of contact for projects as they move through the State Acquisition Process from inception to closing
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55b/c, candidates must meet the open-competitive minimum qualifications for this position.
The qualifications are:
Real Estate Specialist Trainee 1, SG-14:
A bachelor’s or higher-level degree.
Real Estate Specialist Trainee 2, SG-16:
A bachelor’s or higher-level degree AND either 1. One year of professional real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations;
OR 2. A New York State General Real Estate Appraisal License;
OR 3. A New York State Land Surveyor Licensure.
Real Estate Specialist 1, SG-18:
A bachelor’s or higher-level degree AND either 1. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND one year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations;
OR 2. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND A New York State General Real Estate Appraiser License;
OR 3. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND A New York State Land Surveyor Licensure;
OR 4. One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; AND A Certified Commercial Investment Member designation;
OR 5. One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations AND A New York State Residential Real Estate Appraisal License;
OR 6. A Certified Commercial Investment Member designation; AND a New York State General Real Estate Appraisal License;
OR 7. A Certified Commercial Investment Member designation; AND a New York State Land Surveyor Licensure;
OR 8. A New York State Residential Real Estate Appraisal License; AND a New York State General Real Estate Appraisal
License;
OR 9. A New York State Residential Real Estate Appraisal License; AND a New York State Land Surveyor Licensure.
*For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Your name will be restricted from appointment from the eligible list until your position is covered-in to the competitive class by action of the New York State Civil Service Commission or otherwise obtain permanent competitive status in the position.
