Duties Description This position provides technical assistance and training in code enforcement and administration activities. Inspects new and existing construction for compliance with approved plans and specifications and the NYS Uniform Fire Prevention, Building Code and NYS Energy Conservation Construction Code. Provides post-disaster building damage assessments. Provides research and analysis, process applications for variances to the NYS Uniform Fire Prevention and Building Code, as well as NYS Energy Conservation Construction Code.
Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES: Current New York State employee with one year or more of qualifying permanent service as a Senior Safety & Health Inspector and eligible for transfer under Section?70.1 of the NYS Civil Service Law.
2. GENERAL PUBLIC AND/OR NY HELPS MINIMUM QUALIFICATIONS:
A current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 AND a bachelor's or higher degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND two years of full-time qualifying experience OR an associate degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND four years of full-time qualifying experience as described below; OR six years of full-time qualifying experience as described below.
Qualifying experience is defined as the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.
Minimum Qualifications Substitutions:
An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay Range from Hiring Rate $64,427 up to Job Rate $91,409.
Recruitment & Retention Pay: $7,000.
