Duties Description Under the direction of the Veterans Homes Finance Officer, the incumbent will support the Central Billing Office in performing the following, but not limited to duties: develop, maintain, and update database programs and methods of data analysis; research laws, rules, and regulations to find alternative approaches to administrative problems or issues; monitor and evaluate data for deficiencies and assist in correcting problems; collect, tabulate, and analyze data; create tables and charts, and draft reports to document analyses and procedures; assist in monitoring compliance with administrative and programmatic financial requirements; gather, review, and evaluate information required by professionals to conduct financial and program audits; draft procedures and provide guidance on requirements for budget revisions and amendments; assist in the preparation, review, evaluation, and analysis of a variety of reports and other documents specific to the assignment; serve as a liaison with various agency program staff; perform various budget/finance activities.

Minimum Qualifications Transfers: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position allocated to Grade 11 or above, and that is eligible for transfer under Section 70.1 of the Civil Service Law to Program Aid, Grade 13.

Promotional Provisional Qualifications: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as an office assistant, clerical, keyboarding, or paraprofessional title allocated to Grade 6 or higher. NYHELPS Qualifications: Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
