Duties Description The New York State Education Department's (NYSED) Office of Information Technology Services is seeking candidates for a Manager of Information Technology Services 1 position. Reporting to the Manager Information Technology Services 2, the Manager Information Technology Services 1 will oversee the Office of the Professions Unit within IT Business Solutions. The incumbent of this position will be responsible for the overall management and strategic direction of all information technology systems, applications, and infrastructure supporting the Office of the Professions and its operations, including both modern and mainframe environments. The incumbent of this position will be responsible for supervision and oversight of Agile development teams and mainframe development teams supporting application development, system administration, data management, and IT support services. Duties of this position include, but are not limited to, the following:
• Serve as an Agile leader overseeing multiple Scrum teams and mainframe development teams, facilitating ceremonies including sprint planning, daily standups, sprint reviews, and retrospectives while managing mission-critical applications, databases, and IT systems utilized by the Office of the Professions to deliver services and comply with State and federal regulations across both distributed and mainframe platforms;
• Supervise and provide leadership to professional information technology staff through an Agile framework, establishing sprint cadences, managing team backlogs, and ensuring delivery of high-quality solutions while overseeing modern applications development, mainframe development (including COBOL, JCL, and related technologies), system administration, database management, IT support services, and related functions within the Office of the Professions;
• Lead Agile release planning and manage the implementation and deployment of new IT solutions, system upgrades, and enhancements through effective sprint planning and backlog grooming to support evolving business needs and requirements;
• Collaborate with business stakeholders, product owners, and subject matter experts to gather requirements, prioritize initiatives through backlog refinement, and ensure IT solutions align with the Department's objectives while maintaining best practices and considering mainframe system constraints and opportunities;
• Promote a culture of continuous improvement, fostering innovation and professional development within both modern and mainframe IT teams, implementing retrospective action items, and encouraging knowledge sharing and adoption of emerging technologies while maintaining Scrum framework integrity and preserving critical mainframe expertise; and
• Perform other duties as assigned.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as Manager Information Technology Services 1.
Eligible List Appointment: Candidates must be reachable on the Manager Information Technology Services 1 Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.4 Transfer: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Manager Information Technology Services 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-25/M-1 or higher AND have standing on the Manager Information Technology Services 1 eligible list AND possess
• A bachelors or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND four years of experience in the following computer related areas, including one year of supervisory experience in: computer programming, network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing;
• A bachelor’s or higher level degree in any field AND five years of experience in computer related areas as described in #1 above;
• An associate’s degree with 15 semester credit hours in a computer science field AND six years of experience in computer related areas as described in #1 above;
• Seven years of experience in computer related areas as described in #1 above.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-25/M-1 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
• A bachelors or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND four years of experience in the following computer related areas, including one year of supervisory experience in: computer programming, network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing;
• A bachelor’s or higher level degree in any field AND five years of experience in computer related areas as described in #1 above;
• An associate’s degree with 15 semester credit hours in a computer science field AND six years of experience in computer related areas as described in #1 above;
• Seven years of experience in computer related areas as described in #1 above.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degrees and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work.
This position leads to a maximum salary of $131,665 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
