Duties Description Under the general direction of the Deputy Director of the Division of Finance and Administration and in partnership with the Office of General Services (OGS) which acts as Host agency for a variety of services (e.g., Human Resources, Labor Relations, the Business Services Center), the Administrative Specialist 2 will ensure a complimentary coordination of human resource, personnel, and labor relations functions as the liaison to NYSOFA’s host arrangement with OGS. This position works primarily and consistently with the OGS host with respect to the following duties and responsibilities, including but not limited to:

• Serve as liaison and first line of contact to OGS and NYSOFA management and employees for staffing, recruitment, position classification, examination planning, and benefits administration.
• Analyze issues, identify problems, and provide advice and information to employees, managers, and program areas.
• In partnership with OGS HR, respond to employee's questions regarding matters of personnel policies, time and attendance rules and regulations, Civil Service Law, contract and non-contract matters, employee safety issues, employee rights, employee benefits, leaves, and all day-to-day operational issues within assigned NYSOFA programs.
• Work with OGS HR and the Department of Civil Service regarding agency-wide examination needs. Represent NYSOFA at scope conferences, identify Subject Matter Experts, and evaluate.
• Research, prepare, and submit required information for various classification requests to OGS HR. Respond to additional inquiries from OGS HR to support classification requests as needed for Civil Service determination.
• Develop and/or review requests for new positions, reclassifications, and earmark releases to make recommendations to NYSOFA management and submit NYSOFA approved classification requests to OGS HR.
• Draft job postings: Coordinate and schedule interviews and provide required information to OGS HR.
• Handle onboarding/offboarding of agency staff in coordination with OGS HR.
• Accurately collaborate with OGS HR to advise program managers, supervisors, and individual employees in a timely manner on applicable laws, rules, directives or negotiated agreements which affect the appointment, promotion, termination or salary of employees.
• Run ad hoc reports, and various other reports, and provide data analysis as requested by management and executive staff.
• Provide supervision to NYSOFA HR staff and assign required tasks and assignments.
• Perform special projects or assignments as needed.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
