Duties Description The duties of this position will include but are not limited to the following:
• Assists in the development of the annual audit plan for agency program areas.
• Conducts or supervises the internal audits of agency program areas and functions to determine if adequate controls are in place and functioning properly.
• Prepares or directs the preparation of internal audit reports detailing internal audit findings and recommendations.
• Performs follow-ups on audit recommendations as per approved time frame and maintain appropriate documentation.
• Acquires knowledge of Global Internal Audit Standards and applies them in performing internal audits, and documenting work within TeamMate Audit Software.
• Supervises subordinate staff including Internal Auditor 1, as needed, by assigning work and overseeing performance, determining training needs, reviewing telecommute work plan requests, and preparing performance evaluations of direct reports.
Minimum Qualifications For Permanent Appointment:
To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list for this title, or be eligible for reassignment, reinstatement, or transfer in accordance with Civil Service law.
Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if the promotion list for this title is exhausted, you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as an Internal Auditor 2; if you have less than one year, you must be reachable on the current Internal Auditor 2 eligible list for this location.
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as an Internal Auditor 1. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed or failed to take the last holding of the Internal Auditor 2 promotion exam.
Provisional Qualifications:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:
One year of permanent service as
Either A. Internal Auditor 1, Senior Internal Auditor, Internal Auditor Trainee 1 or Internal Auditor Trainee 2;
or B. an Auditor 1, Auditor 1 (Abandoned Property), Auditor 1 (Fiscal Systems), Auditor 1 (Municipal), Auditor 1 (Tax), Data Processing Fiscal Systems Auditor 1, Senior Abandoned Property Accounts Auditor, Senior Accountant, Senior Auditor, Senior Examiner of Municipal Affairs, State Program Examiner 1, State Program Examiner 1 (Fiscal), State Program Examiner 1 (Systems), or Tax Auditor 1.
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments Operating Needs:
• Excellent analytical and organizational skills.
• Must maintain a high level of integrity and discretion.
• Must have the ability to manage multiple projects simultaneously.
• Must be available to travel for approximately 10% of work hours.
