Salary RangeFrom $86681 to $109650 Annually
Duties Description The DMV Purchasing Unit requires a Senior Purchasing Agent to handle oversight of the MWBE/SDVOB program, P-Card Administration, and Purchasing tasks.
Full knowledge of MWBE/SDVOB, NYS Purchasing guidelines, and NYS Finance Law is required.
Job Duties include but are not limited to:
•Approve and review contract payments to ensure payments are within contract terms.
•Provide guidance on NYS Procurement Law and other regulations to facilitate the contract and procurement process.
•Review various types of procurements including, Invitations for Bid, Single/Sole source procurements, Request for Proposal, and MOUs to oversee reasonableness of price and vendor selection.
•Liaison with vendors and program administrators to describe the commodities and services required.
•Manage procurement of agency needs for commodities/services in accordance with rules, regulations, and agency policy.
•Compile data, draft, and submit quarter and annual MWBE/SDVOB reports to control agencies.
•Attend in-person and virtual ESD events.
•Internally promote the purchase of goods and services from MWBEs and SDVOBs.
•Work with Agency Staff and Vendors to provide the necessary Compliance reports.
•Review Vendor Diversity Practice Questionnaires.
•Work with the certified MWBE and SDVOB lists to ascertain the applicable goals.
•Work with Agency Staff and Vendors to draft waivers and in-year exclusions.
•Oversee the Agency’s Procurement Card Program.
•Publish contract and procurement requirements for bidders.
Minimum Qualifications To be eligible for this position, you must meet one of the following conditions:
1. Eligible for appointment from the Senior Purchasing Agent, G-23 eligible list
2. In a Senior Purchasing Agent, G-23 title eligible for reassignment
3. In a G-21 or higher title that meets criteria for 70.1 or 52.6 transfer
Additional Comments Hours of the position will be discussed at the time of interview, including questions regarding Flextime, AWS/Compressed work week and Telecommuting.
