Duties Description The Associate Administrative Analyst will report to the Supervisor Administrative Analyst within the State Identification Bureau (SIB). Specific duties include but are not limited to:
• Direct and supervise staff of the State Identification Bureau’s Civil Vendor Managed Network Unit, performing tasks associated with the oversight and monitoring of the statewide civil fingerprint network. Duties will include but not limited to:
• Assessment of potential new sites, requests for changes to hours of operation, and appointment availability at locations;
• Analysis of impact of site closures, including determination of whether a replacement site is necessary and the resultant impact to other site utilization rates in surrounding region;
• Assessment of mobile fingerprint session requests to determine if mobile deployment is necessary;
• Serving as liaison to the approximate 1,285 contributor agencies currently using the network;
• Development and distribution to contributor agencies of information pertaining to changes involving the services provided by DCJS through the network, including design and distribution of forms and procedural changes, and notification of fee rate changes;
• Coordination of disaster recovery exercises with vendor and information technology staff;
• Drafting and finalizing Requests for Proposal (RFP), and oversight of the implementation of contracts including the development of RFP evaluation teams;
• Developing implementation plans related to enacted legislation resulting in an increased use of the network, including assessment of site utilization impact, identification of areas of the state requiring expansion, and coordination with relevant contributor agencies and vendor;
• Supervision and training of subordinate staff to perform designated duties involving monitoring of the services provided;
• Representing the SIB Civil Vendor Managed Network at internal and external agency meetings as needed, maintaining expertise in the program area and ensure all contract related activities are conducted in accordance with contract provisions and
• Serving as sub-terminal Agency Coordinator (TAC) for the unit.

Minimum Qualifications One year of permanent service as a Senior Administrative Analyst or one year of permanent-competitive service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.

52.7 Non-Competitive Promotion (NCP

A permanent appointment pursuant to Section 52.7 of Civil Service Law may be possible if there are three or fewer current DCJS employees meeting the following qualifications: one year of permanent service as a Senior Administrative Analyst.
