Duties Description Under the direction of the higher-level park management, the Park Operation Manager 1 will be responsible for operations and maintenance, managing, administering, and overseeing all aspects of Robert Moses, Captree, and Gilgo State Parks, including, but not limited to: visitor services, budgeting, recreational and special events, environment and historic stewardship, and all programs.
Duties will include, but are not limited to, the following:
• Direct the training, development, evaluation, and day-to-day supervision of both permanent and seasonal employees at all three facilities.
• Directly and through park managers, plan, schedule, and direct maintenance, operations, and emergency repairs of facilities and grounds to provide effective results.?
• Directly and through park managers, regularly inspects facilities to identify needs for skilled and unskilled maintenance, repair, and follows up to ensure timely completion of the maintenance work.
• Regularly inspect and direct staff in the inspection of concession operations to ensure the contractual standards of permit requirements are met.
• Directly and through park managers, develop and implement a park safety program consistent with agency standards, including emergency action plans and investigation of accidents.
• Directly and through park managers, plan, direct, coordinate, and review various recreational programs within the park complex and region to ensure that the public enjoys a variety of activities at reasonable cost in a safe manner.
• Initiate, monitor and review written communication generated within the facilities to ensure that effective standards are met by all staff about completeness, accuracy, timeliness, conciseness, and practicality.?
• Takes prompt and independent corrective action when necessary.? Assure that all unusual or serious incidents within the park are reported and properly documented in line with regional standards and prepare summary reports as required for higher-level management.
• Coordinate and communicate all aspects of park operations with internal parks departments, such as the Park Police, as well as outside agencies, including the United States Coast Guard, Suffolk County Police Department, West Islip Fire Department, Suffolk County Department of Health, Suffolk County Office of Emergency Management, local towns, and villages, and more.
• Manage fiscal resources allocated to the facility while providing optimal services to visitors and a safe work environment for employees.
• Assist Regional Management with the coordination of the Water Safety Program and other regional programs and events as required.
Minimum Qualifications FOR PERMANENT APPOINTMENT VIA ELIGIBLE LIST APPOINTMENT:
Candidates must be reachable on the current Park Operations Manager 1 Civil Service eligible list.
52.6 TRANSFER QUALIFICATIONS:
At least one year of permanent or contingent-permanent qualifying service as a Salary Grade 23 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

PROVISIONAL APPOINTMENT:
In the absence of a viable eligible list with three or more candidates willing to accept appointment, a provisional appointment may be considered. For provisional appointment, candidates must have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as a Park Manager 3, Park Manager 2, Maintenance Supervisor 4, Historic Site Manager A, or Historic Site Manager B.
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
FOR PERMANENT APPOINTMENT VIA SECTION 52.7 (NCP):
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Parks, Recreation and Historic Preservation (OPRHP) of its intention to conduct a non-competitive promotion examination for the position of Park Operations Manager 1 in the Albany Main Office. Permanent appointment may be made via non-competitive promotion of an applicant who meets the position's minimum qualifications if all requirements of non-competitive promotion are met.
The promotion field for the Park Operations Manager 1 position consists of OPRHP employees who have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as a Park Manager 3, Park Manager 2, Maintenance Supervisor 4, Historic Site Manager A, or Historic Site Manager B.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
REASSIGNMENT QUALIFICATIONS:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Park Operations Manager 1. If you have less than one year, you must be reachable on the current Park Operations Manager 1 eligible list for this location.
Additional Comments NOTE: As a condition of employment, the individual selected for this position will be required to reside in state housing
OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Previous experience managing or supervising personnel is strongly preferred.
Positions located within Suffolk County, are also eligible to receive an additional $4,000 annual downstate adjustment.
