Duties Description The Finance Operations Branch Chief serves as the senior administrative leader for fiscal and procurement operations within the Bureau of EMS Administration. The position provides strategic direction and oversight of all fiscal, budgetary, procurement, and contract activities for the Division of State Emergency Medical Services. Reporting to the Bureau Chief, the incumbent ensures compliance with state and federal requirements, manages internal controls, oversees fiscal planning and reporting, and leads the Fiscal Management and Contract Management Units. This role acts as the primary liaison to internal Departmental offices and external oversight agencies, ensuring accountability, transparency, and operational alignment in the management of public funds.
The position requires a high level of technical and administrative expertise in state finance and procurement operations. The incumbent applies advanced analytical and problem-solving skills to ensure compliance with complex fiscal regulations and internal control frameworks. Work involves strategic planning, policy development, and direct supervision of unit managers, requiring significant discretion and independent judgment. Decisions made in this role directly affect the fiscal integrity and operational effectiveness of the Division.
MAJOR FUNCTIONS AND ASSOCIATED DUTIES
Fiscal and Contract Oversight: Directs and integrates all fiscal management, procurement, and contract operations to ensure compliance with State Finance Law, OSC, DOB, and Departmental policies; establishes fiscal objectives and performance standards; ensures transparency and accountability in the use of public funds.
Budgeting and Financial Reporting: Oversees the preparation, monitoring, and reporting of operating and program budgets; analyzes expenditure trends; identifies risks; and provides fiscal guidance to Division and Bureau leadership for decision-making and resource allocation.
Policy, Compliance, and Internal Controls: Develops and enforces fiscal and procurement policies, procedures, and internal control systems; ensures audit readiness and adherence to State and federal requirements; implements risk mitigation and quality assurance measures.
Leadership and Staff Development: Supervises unit managers and professional staff; establishes performance expectations; promotes training, cross-functional collaboration, and succession planning to maintain operational continuity.
Interagency Coordination and Representation: Serves as the Division’s fiscal liaison to Departmental offices and oversight agencies; provides expert consultation on fiscal policy, procurement strategy, and financial management practices; represents the Division on interagency working groups and committees.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent competitive service as a Health Program Administrator 2, SG25 OR current NYS employee with one year of permanent or contingent permanent competitive service in a title SG23 or higher and eligible to transfer under Section 52.6 or 70.1 of the NYS Civil Service Law.
Preferred Qualifications: Certifications / Licenses: Bachelor’s degree in public administration, business administration, accounting, finance, health administration, or a related field; Coursework or certification in government procurement, contract management, or public finance (e.g., NYS Procurement Certification, NIGP, or equivalent); Completion of NYS internal controls training or familiarity with internal control frameworks.
Experience: Minimum of five years of progressively responsible experience in public sector finance, contract and grant management, or fiscal administration; Experience supervising professional staff in a government or public health setting; Experience managing contracts, RFAs, IFBs, sole/single source procurements, and purchase orders in compliance with State Finance Law; Experience preparing fiscal reports, developing expenditure plans, and managing budgets in a multi-unit or large program environment; Familiarity with oversight agencies such as the Office of the State Comptroller (OSC), Division of the Budget (DOB), and Office of the Attorney General (AG).
Knowledge / Skills / Abilities: Strong knowledge of NYS procurement rules, contract systems, and financial reporting requirements; Proficiency with Statewide Financial System (SFS) and settlements; Ability to develop and implement internal controls and risk mitigation strategies; Excellent written and verbal communication skills, including fiscal and policy documentation; Demonstrated leadership, analytical, and organizational abilities; Capacity to manage multiple priorities in a fast-paced regulatory environment.
Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.
