Duties Description Special Assistant will be supervised by the Chief of Staff, however, will report to both the Commissioner and the Chief of Staff. The position will be located in DEC’s Executive Offices in Albany; however, based on the responsibilities may require significant travel.
Perform duties as a Project Director for the Bay Park Conveyance Project:
1. Manage the Professional Services contract with AECOM including, but not limited to
-Review and oversite of the development of:
• Project Implementation Plan
• Needs Assessment
• Risk Mitigation Plan
• Change Management Plan
• Project Records System
• Overall Project Scheduling
• Partnering Program
- Review of:
• Invoices
• Cost Control Reports
• Labor and Wage Rate Compliance
• Contract Closeout Documentation
- Oversite of AECOM work related to:
• Management of the Design-Build contract
• Design Quality Assurance
• Construction Quality Assurance
• Utility Relocations
• Project Commissioning
2. Assist AECOM with the oversite of the Design-Build contract, including, but not limited to:
- Review of:
• Design Documents
• Plans and Specifications
• Construction Submittals
• Invoices
• Labor and Wage Rate Compliance
• Change Orders
• Contract Closeout Documentation
- Oversight and Tracking of:
• Real Estate Acquisition Process
• E4 Utility Installation
• Obtaining Necessary Permits
• Overall Project Scheduling
- Attendance at:
• Project related meetings both in Albany and Nassau County
• Project site inspections
• Weekly construction meetings
• Technical meetings
• Negotiation meetings
Mount Vernon
•Maintain state lead role in advancing the overall water/wastewater investment in Mount Vernon.
•Ensure the capacity consultant is responsibly advancing the City’s obligations under the Consent Decree.
•Consult and advise the City and County in best practices for advancing the Mount Vernon initiative.
•Review all technical plans as part of the Mount Vernon Initiative.
Olean
•Act as agency lead in procurement and delivery of projects to reduce SSO’s in the City of Olean.
•Partner with the City and professional services to identify causes and necessary solutions to improve the City’s wastewater collection system and conveyance systems.
Manage Other Projects Important to the Departments Mission. In collaboration with the DOW, Resiliency Office, or as directed by the Commissioner
•Scope or implement any projects important to the Departments objectives.
•Oversee any necessary professional service or construction contracts.
•Meet with stakeholders including other agencies, levels of government, or private entities to scope, procure or deliver projects.
•Advise municipalities as needed to advance critical projects.
•Manage corresponding funding programs which are required to either in part or fully deliver project/programs.
•Supervise any staff either directly hired or contract employees retained to advance projects within the scope of this title.
Additional responsibilities will include oversight of other unique and large special
projects as identified by the DEC Commissioner as needing project management. Indirect supervision will be required dependent on the type of project assignment.

Minimum Qualifications Candidate must be a NYS licensed engineer and have eight years of relevant specialized experience.

Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
