Duties Description The TA 2 (Incident and Change Manager) will serve under the Director of Product Operations, working within a team responsible for ensuring the reliability, availability, performance, and operational excellence of ITS products and services. This role will be a key contributor to operational processes such as Incident & Problem Management, Change Management, and Release Management, with a focus on high-severity incident command and coordinated release and deployment engineering. This role supports: Incident & Problem Management, & Release & Deployment Engineering.
Key responsibilities include:
Coordinate and execute the Incident Management process, ensuring timely resolution of critical incidents (SEV1/SEV2) and effective communication to stakeholders.
Lead high-severity incident command, driving RCA (Root Cause Analysis) and identifying effective remediation pathways.
Develop and maintain incident response plans and procedures.
Analyze incident data to identify trends and patterns and proactively address potential issues.
Coordinate and execute Problem Management, identifying root causes of recurring issues and implementing preventative measures.
Manage the Change Management process, ensuring that all changes to ITS products and services are properly planned, tested, and implemented with minimal disruption to users.
Review and approve change requests, assessing potential risks and impacts.
Maintain a change calendar and communicate upcoming changes to stakeholders.
Ensure compliance with change management policies and procedures.
Oversee the Release Management process, coordinating the release of new features, updates, and bug fixes to ITS products and services across cloud and on-premise environments.
Work closely with product development and engineering teams to plan and execute releases, including coordinated deployments.
Manage release communication and documentation.
Lead deployment validation and readiness certification processes.
Communicate effectively with stakeholders at all levels of the organization.
Provide regular updates on operational performance and initiatives.
Ensure that documentation is up-to-date and readily accessible.
Perform the full range of supervisory responsibilities.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
