Duties Description Under the direction of Regional Management and the Director of Waterfront Parks - The Park Manager 3 serves as the Park Director of Sunken Meadow State Park and provides supervisory oversight to Nissequogue River State Park.
Duties include, but are not limited to:
Park Operations & Maintenance:
• Oversee daily operations, maintenance, facility cleanliness, landscaping, traffic operations, and restroom upkeep.
• Inspect facilities for deficiencies, safety issues, and coordinate repairs with appropriate trade crews.
• Oversee vehicles and equipment, ensuring staff training, safe operation, and timely repairs.
• Identify equipment needs and recommend purchases and replacements.
Staffing, Scheduling & Supervision:
• Oversee all staff including permanent, seasonal, lifeguards, and Park Rangers.
• Supervise the Park Manager and subordinate staff at Nissequogue River State Park, in addition to assist with operations, maintenance, staffing, and community partnerships at Nissequogue River State Park.
• Manage scheduling for park operations, lifeguards, rangers, and golf course functions.
• Identify staffing needs and recommend critical hires.
• Ensure compliance with policies, conduct requirements, and training programs.
Payroll, Reporting & Administration:
• Oversee all payroll, LATS entries, and timesheet accuracy.
• Manage revenue and attendance reporting.
• Ensure proper procurement practices and credit card reconciliation.
• Coordinate purchasing and RFQs with the regional purchasing office.
Budget, Finance & Grants:
• Prepare and manage budgets for staffing, operations, utilities, grants, golf, and capital improvements.
• Communicate budget concerns to direct supervisor and regional management.
• Work with the regional grant writer to secure grant funding.
Capital Projects & Engineering Coordination:
• Work with the Regional and Albany Capital Facilities Departments on improvement projects.
• Recommend future capital needs and assist with project planning.
• Coordinate inspections and specialized structural assessments.
Concessions & Partner Coordination:
• Coordinate with food and beverage concessionaires and vendors.
• Work with concessionaires on equipment repairs, replacements, and improvements.
• Coordinate with golf pro shop staff for leagues, tournaments, and youth camps.
• Maintain partnerships with BOCES and Crown Castle for facility use.
Programs, Events & Community Engagement:
• Oversee Park programs, interpretive initiatives, and educational signage.
• Coordinate major events such as the summer run series, July 4th operations, cross?country season, and others.
• Work with community groups and volunteers on projects and cleanups.
• Work with local government officials and various media outlets as required.
Safety, Emergency Management & Compliance:
• Oversee all safety programs and committees.
• Address safety issues promptly and ensure staff compliance.
• Report emergencies following agency protocols.
• Coordinate and communicate with all internal and external emergency response departments. Ex. - Law enforcement, fire departments, EMS services, and various state and local government agencies.
Visitor Services & Communication:
• Respond to visitor concerns via email, phone, and in person.
• Maintain positive public and stakeholder relationships.
Minimum Qualifications Permanent Appointment via List, Reassignment, or Transfer:
To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Promotion Qualifications:
Must be a qualified employee of the New York State Office of Parks, Recreation and Historic Preservation and have one year of permanent competitive or 55 b/55-c service as a Park Manager 2, Historic Site Manager B, Recreation Complex Manager 2, Golf Course Superintendent 2, or Maintenance Supervisor 4
OR
Two years of permanent competitive or 55b/55c service as a Park Manager 1, Historic Site Manager C, Recreation Complex Manager 1, Assistant Golf Course Superintendent, Golf Course Superintendent 1, Golf Course Manager 2, Maintenance Supervisor 3, Building Restoration Specialist, or Regional Park Maintenance Supervisor
Note: Consecutive transfers resulting in an advancement of more than two salary grades are not permitted under Civil Service Law.
Non-competitive promotion (NCP):
It is the intention of the Office of Parks, Recreation and Historic Preservation (OPRHP) to fill a permanent competitive position of Park Manager 3 located in Bear Mountain State Park located at 3006 Seven Lakes Drive, Bear Mountain, NY 10911 reporting to OPRHP’s main office in Albany.
The promotion minimum qualification for appointment are: One year of permanent competitive, non-competitive NY HELPS*, or 55b/c service as a Park Manager 2, SG-21. The established promotion field is limited to those serving in the direct line title only.
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made via non-competitive promotion (NCP), pursuant to Section 52.7 of New York State Civil Service Law.
Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed or failed to take the last holding of the Park Manager 3 promotion exam, if said exam was held within the last four years.
Permanent Non-Competitive Appointment via NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
Open Competitive or HELPS Qualifications :
Eight years of experience working in a park, recreational facility, or campus* including three years of managerial experience;**
Or B. a bachelor's or higher-level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND four years of experience* working within a park, recreational facility, or campus* including three years of managerial experience.****
A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic facilities, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application and/or resume.
**Managerial experience is defined as directing or administering at least three of the following functional areas within a park, recreational facility, or campus: administration (business, personnel, finance); environmental education/interpretation; maintenance; planning; programming; or public relations/visitor services. Your application must clearly describe your managerial experience in three functional areas.
Examples of non-qualifying experience include but are not limited to: working at a gym, ski area/resort, and sport stadiums.
Examples of non-qualifying degrees for the purposes of these examinations include but are not limited to: accounting, anthropology, archaeology, biology (all majors), business, history, hospitality, physical education, recreation therapy and sports management.
*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.
Additional Comments Note: As a condition of employment, the individual selected for this position will be required to reside in state housing.
OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Previous experience managing or supervising personnel is strongly preferred.
Appointees who work in Suffolk County will receive an additional $4,000 annual downstate adjustment.
