Duties Description Located in the Albany Regional Office (ARO), the position of Children and Family Service Specialist II (CFSS2) is essential to the Regional Office’s ability to guarantee the safety, permanency, and well-being of children in foster care programs, adoption programs, and children and families who are victims of domestic violence. The Regional Office is responsible for making sure that the local Department of Social Services and Authorized Agencies in each county of their region are in compliance with NYS mandates governing child protection.

• Provide supervision to the local district and voluntary agency leads within the Albany Regional Office.
• Collaborate with the Institutional Abuse supervisor and other office supervisors regarding complaints and agency concerns.
• Provide oversight, monitoring and technical assistance to Local Departments of Social Services, Voluntary Agencies and Domestic Violence Programs within the Albany region.
• Provide guidance to Regional Office staff, Local Dept. of Social Services and Voluntary Agencies on interpretation of NYS laws, regulations, and policies
• Assist with interpretation of CFSR data for Local Dept. of Social Services and Voluntary Agency utilization, as well as assisting with implementation of strategies to support improved CFSR outcomes
• Assist with assessing and organizing training needs for agencies and supporting training needs of County and Agency Leads
• Participate in the planning and organization of PQI (Program Quality Improvement) reviews of local district work regarding child protective services, foster care services and preventive services. This includes the approval of PIPS (Program Improvement Plans) that were established to bring agencies into regulatory compliance and improve practice.
• Meet with County and Agency Leads regarding professional development and performance concerns.
• Facilitate meetings: monthly unit staff meetings, Quarterly Regional Supervisor meetings. Attend various meetings on behalf of the Regional Director when necessary such as the Director of Services meeting.
• Participate in statewide special projects such as Family First Statewide Implementation Team.
• Review and follow up on complaints received from the Governor’s Office, Legislative Offices, and the Commissioner’s Office; evaluate and provide the appropriate response; monitor follow up activities of the assigned Agency Lead
• Review applications for new Voluntary Agencies and child welfare programs. Prepare application packages, and work with the rate setting unit and counsel’s office on the approval and certification of new programs.
Provide oversight and support of Office of Children and Family Services’ priorities, policies and procedures by local districts and agencies such as Title IV-E, Permanency Reviews, Race Equity Cultural Competence work, and Court Improvement Projects.

Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Additional Comments Background Investigation Requirements:

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
