Duties Description The Staffing Services Division is responsible for assisting State agencies with staffing New York State partner agencies. To better serve our partner agencies and make examinations more accessible and convenient for all, the Department is implementing a new examination model known as continuous recruitment testing that will offer testing on a continuous basis with examinations held via a hybrid of online training and experience exams, multiple-choice exams via remote proctoring (online), and in state operated computer-based testing centers and this position will help play an important role in ensuring the success of this new approach to examinations.

There is currently one anticipated vacancy to be filled with this posting, in the Bureau of Merit System Administration, managing a Line Section team.

Reporting to the Manager, Staffing Services, the Human Resources Specialist 4 (Staffing) will include but are not limited to the following:

Within the Bureau of Merit System Administration, managing a Line Section team:

• Direct and manage the workload of a line sub section;

• Oversee and supervise staff and monitor and assist assigned agencies with merit system administration, including: examination planning, development and implementation; candidate recruitment; payroll transition processing; workforce mobility and retention; and interpretation of Civil Service Law, Rules and Regulations, and policies;

• Provide advice to management and the Civil Service Commission in such matters as reinstatement, new missions, jurisdictional classification, and appeals of Departmental actions;

• Train and develop staff of the Section and Division; and

• Address high-level, sensitive, and controversial issues, and respond to inquiries and complaints from agencies, candidates, unions and public about the Civil Service system and the Department’s actions and policies.

Minimum Qualifications 52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade M-1 or higher eligible for transfer and determined to be administrative by Civil Service.

PROVISIONAL QUALIFICATIONS:

Based on the results of the canvass of the current eligible list for the Human Resources Specialist 4 (Staffing), List No. 38-789, the Department may elect to make a provisional appointment to this position should the eligible list have less than 3 candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Human Resources Specialist 4 Staffing exam and be reachable for appointment from the newly established eligible list.


The minimum qualifications for Provisional appointment are:

One year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 2 (Staffing), Human Resources Specialist 2 (Attendance and Leave), or Human Resources Specialist 3 (Appointments).


55 B/C QUALIFICATIONS:
Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.
