Duties Description The incumbent of this position will report to the Cyber Incident Response Team within the Office of Counter Terrorism.

Duties include but are not limited to the following:

• Design, plan, and facilitate cyber security tabletop exercises to foster information- sharing and enhance cyber awareness with stakeholders.

• Support post-exercise after-action analysis, reporting, and assessment, develop recommendations, and design future exercises to validate improvements.

• Review, analyze, and comment on customer response plans and provide suggestions to improve customer response efforts.

• Conduct outreach to non-executive agencies, local governments, public authorities, and critical infrastructure entities to discuss cyber security policies, programs, and infrastructure.

• Assist in the development of customer-facing cyber security programs which align with industry best practices across domains such as IT asset management, configuration management, cyber security policies and procedures, data governance, access management, endpoint protection, vulnerability management, incident response and security awareness training.

• Liaise with cyber security experts to maintain knowledge of cyber trends and techniques.

• Provide input to CIRT members tasked with customer-facing incident response as they develop long term recommendations to Customers post-incident based on “lessons learned.”

• Support the adjacent DHSES CIRT cyber programs and ad-hoc initiatives.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicles is required.

• Travel will be required (no more than 20%) to support customer initiatives and engagements.

Minimum Qualifications NON-COMPETITIVE

Five years of information technology, cybersecurity, or information assurance experience.

Substitutions:

A bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science or related field substitutes for three years of required experience; any bachelor’s substitutes for two years of required experience.

An associate degree with 15 semester credit hours in computer science or related field may substitute for one year of required experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or related field may substitute such credits for one year of required experience.

A master’s degree or higher in computer science or related field substitutes for one year of required experience.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
