Duties Description 1. Provide supervision of assigned staff in the Region 8 Division of Materials Management, including two EPS1 program staff. Oversee schedules and workload of assigned staff Including routine compliance inspections and appropriate regulatory oversight of registered solid waste management facilities and permitted organic recycling facilities, of which there are approximately 400 such facilities in the region combined. Additionally, assist assigned staff in performing complaint response, recommending enforcement actions, and completing legal case referrals.

2. Act as a liaison for the regional environmental monitor program to the Regional Materials Management Supervisor (RMMS) and the staff managers/engineers for monitored facilities. Coordinate real-time feedback including relaying up-to-the minute status updates, site conditions, facility responses and mitigative efforts to the RMMS and through the chain of command to the Regional and Divisional Directors and Executive staff when complaints, contentious issues, or otherwise pressing matters arise at monitored facilities. Ensure proper monitoring coverage of high-profile facilities.

3. Routinely conduct compliance inspections for assigned Solid Waste Management Facilities, including high profile landfills, to ensure compliance with Part 360/363 regulations and the permit. Monitor and perform inspections of construction and operations at assigned facilities. Document on-site monitoring through the timely and accurate completion of inspection reports.

4. Inspect municipal and industrial waste streams at the assigned facilities to verify that accepted wastes are approved for disposal. Review and approve or reject special waste requests, interfacing with other technical knowledge experts as appropriate.
Inspect industrial waste hauler permits for compliance with the Part 364 regulations.

5. Meet with facility managers or engineering consultants to discuss findings of inspections. Discuss inspection findings including recommendations for any corrective measures with the RMMS and staff assigned to the facilities as appropriate.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

OR

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

OR

Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher AND:

Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Must be able to lift and move objects up to 50 pounds.
Telecommuting may be available, will be discussed at interview.
