Duties Description • Identify new program needs, considering agency goals and other relevant conditions and trends, and the effects of actual or proposed legislation.
• Oversee the Unit calendar and assist the attorney’s and staff with meeting all deadlines.
• Assist the Justice Center and/or the Unit with special projects as needed (i.e., KPI, correspondence changes) in an effort to improve the Unit’s current processes.
• Provide technical advice to supervisor concerning the analysis and interpretation of findings and implications for program direction.
• Oversee the electronic filing system for the Unit’s cases.
• Draft Unit correspondence, such as settlement, modification and/or unsubstantiation letters.
• Review and approve Unit correspondence drafted by others for its accuracy.
• Develops and recommends changes in objectives, policies, and procedures to improve program effectiveness.
• Track all pending records request by creating the appropriate files, maintain all calendars and ensure that all deadlines are met.
• Develop and maintain data for the Unit’s use and/or the Executive staff. Determine which data elements are necessary to provide thorough and accurate data analysis.
• Supervise staff within unit and assign and monitor caseload of administrative assistant and/or HR Specialist 1 and/or temp staff.

Minimum Qualifications Current NYS Justice Center employee with permanent, contingent-permanent, or 55b/c service as a Program Research Specialist 2 and interested in reassignment;
OR
Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a SG-20 and above and eligible for transfer under Section 52.6 of the Civil Service Law
OR
Non-Competitive Promotion: If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, a current NYS Justice Center employee, and have one year of permanent competitive service as a Program Research Specialist 1, Program Research Specialist 1 Agricultural, Program Research Specialist 1 Criminal Justice, Program Research Specialist 1 Economics Finance, Program Research Specialist 1 Health Care Finance, Program Research Specialist 1 Health Systems Analysis, Program Research Specialist 1 Human Services, Program Research Specialist 1 Medical Assistance, Program Research Specialist 1 Public Health, Program Research Specialist 1 Transportation and must not have failed, or failed to take the last holding of the promotion examination for the title listed above.
