Duties Description The candidate will assist with budget development, which includes the review of budgets, budget amendments/modifications, processing transactions via Statewide Financial System (SFS) and internal review/approval of monthly/quarterly vouchers. The candidate will act as a liaison with the Office’s fiscal team and coordination with the contractor and fiscal team. The candidate will also assist in responding to spending forecasting requests, budget savings exercises and ad hoc budget assignments/requests from leadership and/or the Fiscal Management Group. The candidate will also help providers gain access to both the Health Commerce System and the UAS-NY system. Other duties as assigned and directed by the Bureau/Division Director and supervisor(s) to develop and implement effective program oversight and other initiatives to meet Unit, Bureau, and Division goals.

Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one or more years of permanent or contingent permanent service as a Health Program Administrator 1, SG23 OR Current NYS employee with one or more years of permanent or contingent-permanent competitive service in a salary grade at or above G21 and eligible for transfer via Section 52.6 or Section 70.1 of the NYS Civil Service Law.

Preferred Qualifications: 1. Strong analytical and communication skills, both written and verbal. The ability to think creatively and strategically. The ability to work independently, as well as in a team environment.
2. Experience with programmatic and fiscal oversight, monitoring of contracts and budget development.
3. Proficient in the use of standard office technology and basic Microsoft applications.
4. Excellent organizational skills with the ability to prioritize multiple assignments.
5. Familiarity with Medicaid and long-term care services.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
