Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the Direction of the Assistant Director Information Technology Services 1, M-4, within the Finance Administration Section of the Office of Information Technology Services, the Business Systems Analyst 4, SG-27, will manage the overall coordination of project/product management and business analysis reporting requirements between dedicated teams for agencies, finance, and other shared service teams such as CTO, DTO, etc., and manage and facilitate project/product audits identifying gaps and analyzing continuous improvement opportunities.

Specific duties will include, but are not limited to the following:

• Manage and assist with budget preparation; tracking and forecasting expenses; DOB and executive financial reporting.
• Assist with planning and day-to-day enterprise project/product analysis operational needs.
• Monitor and manage resource planning, assignment, tracking, and oversight.
• Manage analysis and reporting of the ITS project portfolio for executive leadership and DOB/Chamber reporting.
• Manage analysis and reporting of the ITS product portfolio for executive leadership and DOB/Chamber reporting. Including: new product rate setting, existing product utilization, product sunsetting, product forecasting for use in Enterprise Agreements (EA).
• Manage the overall coordination of project/product management and business analysis reporting requirements between dedicated teams for agencies, finance, and other shared service teams such as CTO, DTO, etc.
• Manage and facilitate project/product audits identifying gaps and analyzing continuous improvement opportunities.
• Manage internal finance project management activities related to the enhancements and upgrades of the ITSM, FMS, and other finance tools.
• Conduct quality reviews of demand and project records to ensure completeness and alignment with standards prior to funding/budget approvals.
• Create and provide Consistent policy and process documentation both internally across finance teams as well as externally to DCTs, CTO, DTO etc for consistency in processing these materials may be used for new hires internally or across teams at ITS.
• Partner with executive management and project teams regarding project-level budget strategy, budget planning, tracking, and managing all aspects of cost management for priority projects.
• Oversee budgeting and quarterly reports regarding portfolio or program and other critical PM artifacts for the Division of Budget.
• Oversee portfolio and program reporting, project change management, project planning, execution, monitoring, and controlling activities for assigned projects within the ITSM tool.
• Lead quality assurance in portfolio and product management deliveries based on internal metrics management.
• Perform the full range of supervisory duties, as applicable.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Business Systems Analyst 4, SG27, OR in a position at the SG25 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
