Duties Description Assist with eminent domain acquisitions, real property disposals, and commercial
Assist with the development of acquisition and conveyance maps
Assist with developing appraisal assignments, awarding and paying consultant
appraisers, and reviewing appraisals
Develop bid criteria with Procurement
Review and award bids
Oversee board approval and processing of contracts
Negotiate and administer leases for Division HQs and radio tower leases
Assist in preparation of paperwork related to acquisitions, disposals and leases
Processing Thruway Transaction Analysis Recommendations
Preparing auction brochure, arranging auction details
Preparing sales and lead agreements
Environmental reviews
Preparing deeds, real estate closing papers
Office of State Comptroller, Attorney General and Federal Highway Administration review
Prepare board agenda items
Respond to public and governmental inquiries
Attend trainings related to job duties
Additional duties as assigned
Minimum Qualifications 1. Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 11 or above and eligible for transfer under Section 70.1 or 70.4 of the NYS Civil Service Law.
2. GENERAL PUBLIC AND/OR NY HELPS MINIMUM QUALIFICATIONS:
Real Estate Specialist Trainee 1:
Four years of real estate experience appraising real property including writing original appraisal reports or reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; or writing original appraisal reports or reviews in connection with land acquisitions for public land acquisition agencies, utility companies, or not for profit conservation organizations; or real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property.
Real Estate Specialist Trainee 2:
Five years of real estate experience appraising real property including writing original appraisal reports or reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; or writing original appraisal reports or reviews in connection with land acquisitions for public land acquisition agencies, utility companies, or not for profit conservation organizations; or real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property.
Real Estate Specialist 1:
Six years of real estate experience appraising real property including writing original appraisal reports or reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; or writing original appraisal reports or reviews in connection with land acquisitions for public land acquisition agencies, utility companies, or not for profit conservation organizations; or real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property.
Minimum Qualification Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Please note: Successful completion of an appropriate length traineeship and concurrent probationary period leads to an appointment as a Real Estate Specialist 1, SG-18.

Our telecommuting program offers up to 20% (two days per pay period) upon completion of at least three months of satisfactory performance. Additional policy guidelines and work hours may be discussed during the interview.
ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay Range from Hiring Rate $64,427 up to Job Rate $91,409.
Recruitment & Retention Pay: $7,000.
This position may be filled as a traineeship. The starting salaries for this traineeship are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire.
$51,809 (Trainee 1, equated to SG-14)
$57,751 (Trainee 2, equated to SG-16)
$64,427 (Journey Level, SG-18)
