Duties Description This position is located in the Division of Nutrition, Bureau of Supplemental Food Programs, Food Delivery and Vendor Management Section (FDVMS) of the New York State WIC Program. This position will serve as lead for Bureau project management and coordination activities, including oversight of WIC modernization efforts and initiatives. The Bureau is currently strategizing long-term goals that will provide additional program features and convenience to participants and the public, including online application/prescreening, a participant portal to assist with shopping, scheduling appointments, and accessing benefit details, enhancements to communication platforms, a portal for WIC Vendors, and online shopping options. The Project Manager 2 will be responsible for developing and implementing project engagement plans for key stakeholders in accordance with state and federal regulations and guidance recommendations, drafting work plans, developing budgets, and creating timeline milestones. The incumbent will work in collaboration with Division of Nutrition colleagues to collect and analyze data to inform the State’s development and execution of these modernization efforts to increase benefit utilization and participant engagement. This position will be responsible for the supervision of 1-2 positions.

Minimum Qualifications Reassignment: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive service as a Project Manager 2, G-23.

Transfer: Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at G-21 or above and eligible for transfer to a Project Manager 2, G-23, under Section 52.6 of the Civil Service Law.

NY HELPS (Non-competitive): Seven years of experience in project management which must have included planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and, closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans. SUBSTITUTIONS: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. Current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM) may substitute for two years of experience. Current certification from the Project Management Institute as a Project Management Professional (PMP); or Program Management Professional (PgMP); or Portfolio Management Professional (PfMP) may substitute for seven years of experience.

Preferred Qualifications: Bachelor’s degree and 3 years of experience in Public Health project management, or related fields (such as Health, Human Services, or Public Health Administration). A master’s degree in one of the above fields may substitute for one year of experience. Experience in all aspects of coordinating a large project; highly organized, proficient in the Microsoft Office Suite; skilled and experienced in delivering technical information to various audiences; work in a public health or nutrition program. Supervisory experience is strongly preferred.
