Duties Description The incumbent in this position will be responsible for the following: travel to property sites on Long Island and the 5 boroughs of NYC to perform field measurements using measurement equipment such as total station and GNSS (Global Navigation Satellite System) receivers as needed; set property markers as necessary; download and process field data into computer using Carlson Software to perform calculations and CAD (Computer Aided Drafting) to draw maps; perform research at municipal offices and online to obtain maps, deeds or other necessary documentation pertinent to survey being conducted; perform necessary calculations to verify deed closures and to set out property markers as required; assist in the analysis and evaluation of field vs. recorded information with respect to boundaries; assist in map preparation using CAD software; assist in file maintenance, both hard copy and digital to assure complete and accurate records of surveys for Real Property inventory are retained; candidate should have a valid driver’s license and be able to navigate sometimes difficult terrain comprised of marshlands, woods, and hills consistent with Long Island and NYC geography.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotion:
You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive or 55-b/55-c service as an Assistant Land Surveyor 2 or Land Surveyor Technician 1
Or
Open Competitive:
Either 1. four years of experience in land surveying that included conducting measurements of space, water, land and structures to determine boundaries, areas, elevations, alignments, volumes, and locations AND performing evaluation and analysis of field data and researching public and private land records;
Or 2. an associate’s degree or higher in Cartography, Civil Engineering, Civil Engineering Technology, Surveying Engineering Technology, Forestry, Forest Technology, Land Surveying, Geography, Geographic Information Science, Geomatics Engineering, Geospatial Science, or Spatial Science AND two years of experience as described in Option 1
Candidates may also be appointed via the following, if applicable:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Overtime may be required.
Must be able to lift and move objects up to 50 pounds.
Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
