Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
• Client Relationship Management: Serving as an interface and first line of contact for the DOCCS Dedicated Team and ITS organization, addressing a variety of agency inquiries and escalations.
• Communication Skills (Verbal & Written): Consistently communicating with internal teams and external teams, including notifying agencies of upcoming changes, clarifying impact, coordinating implementations, communicating new ITS services, and producing executive-level reports. This also involves compiling and updating meeting agendas.
• Process Management & Workflow Coordination: Managing the application work-intake process, overseeing the demand process for project-level efforts, coordinating PM-Lite efforts for ITS deployments.
• Business Analysis & Impact Assessment: Understanding and entering agency business needs and use-cases into ITSM and monitoring technical changes to determine how they might impact DOCCS business environments and day-to-day operations. This includes reviewing, researching, and identifying business-impacting changes.
• Problem Resolution & Escalation Management: Fielding inquiries from agency staff and managers, assisting them by finding the correct process or team, and escalating issues as necessary to meet agency needs.
• Documentation & Information Management: Maintaining agency-specific documentation and contact information, including distribution lists, VIP lists, financial/business approvers, and application knowledge base articles.
• Client Advocacy: Advocating for the client-agency perspective and needs when new ITS services and initiatives are being considered.
• Reporting & Executive Summarization: Producing weekly Agency Reports for executive-level review, highlighting IT activities across projects, business solutions, change requests, and executive highlights/escalations.
• IT System Proficiency: Utilizing internal IT systems such as SMART for entry creation, and ITSM for managing new ideas and tracking workflow.

Minimum Qualifications NOTE: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Minimum Qualifications:

A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).

Preferred Qualifications:
• Bachelor’s degree in supply chain management, Procurement and Contract Management, or a related field.
• A minimum of five years of recent experience in procurement, sourcing, contracting, or purchasing.
• Experience leading IT Procurement, encompassing SaaS, cloud services (AWS, Azure, etc.), infrastructure, and professional services contracts.
• Experience with high dollar and/or complex procurements, supply chain dynamics, and/or public-sector procurement.
• Technical Procurement Knowledge.
• Project management skills.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
