Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Facilities Planner 3, Grade 27, position assigned to the Administrative Support Services Group (ASSG), Bureau of Capital Operations. The Administrative Support Services Group supervises and manages OMH’s capital planning and construction program, and provides direct technical assistance for physical plant operations and maintenance. The incumbent will plan and coordinate a continuous program of acquisition and construction of new facilities, and the rehabilitation and improvement of existing facilities. Specific duties may include, but are not limited to the following:
Prepare work scopes, conduct approval reviews of project plans and specifications, manage and track projects through the design and construction process.
Utilize and maintain project records in the project management system.
Initiate, review and monitor projects to resolve emergency building and infrastructure situations
Coordinate and develop critical budget requests as assigned.
Compile construction programs including descriptions of the project, scope of the work, and spatial requirements for all capital projects.
Participate and assist with the selection of projects necessary to maintain Joint Commission accreditation, meet fire safety requirements, preserve the physical plant and infrastructure, enhance the program offered to OMH clients, and ensure the health and safety of clients, staff and visitors at OMH facilities.
Implement and complete assigned capital construction projects necessary to correct any Joint Commission accreditation citations.
Plan, direct and coordinate consulting services contracted through the Dormitory Authority of the State of New York (DASNY), Office of General Services, and OMH to resolve code and regulations violations and establish and maintain compliance management.
Serve as an agency representative in many matters related to the Environment of Care (EOC).
Coordinate the initiation and completion of emergency projects as requested by facilities within assigned region.
Plan, assign, and supervise the work activities of subordinate staff. Assign and review work and monitor completion of assignments. Conduct performance evaluations and address any deficiencies with appropriate staff; perform full range of supervisory responsibilities.
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Transfer:
Candidates must have permanent status as a Facilities Planner 3, Grade 27, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law by having least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
Promotion:
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to potentially conduct a non-competitive promotion examination for the position of Facilities Planner 3, Grade 27, at the Office of Mental Health, Central Office, in Albany, New York. Permanent appointments may be made by non-competitive promotion of applicants who meet the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive or 55-b/55-c service as a Facilities Planner 2, Grade 23.
