Duties Description Under the direction of a senior project and program manager, the Project Manager 3 will be assigned to the Programs and Planning Bureau within the Chief Strategy Office (CSO) and will serve as a product developer responsible for managing high-visibility product development efforts and/or will support large projects or programs for dedicated agency teams seeking expert project management experience for strategic product delivery.
Duties include, but are not limited to, the following:
• Manage enterprise product development delivery.
• Partner with executive management and product development teams on ideation, concept development, prototyping, testing, validation, final design, development and delivery of new and improved IT products and services.
• Mentor Project Managers to become strong product delivery leaders with the hard and soft skillsets required for the effective management of large and complex product development efforts.
• Use project management methodologies to deliver quality products including: developing Project Charters (as needed) and detailed Scope Statements, and developing Project Schedules, identifying deliverables and milestones and establishing critical paths.
• Facilitate resource planning and request resources as needed for projects.
• Develop and managing project budget.
• Develop and manage Project Management Plans (e.g., Communications, Quality, Risk, Issue, Change, Resource, Procurement, etc.).
• Establish and manage project log/registers (Risk, Issue, Action Item, Decisions, Change Request, etc.)
• Conduct stakeholder analysis and establishing Stakeholder Register/Matrix.
• Develop and communicate status reports in a timely fashion.
• Organize, lead/facilitate project meetings and document and distribute meeting outcomes.
• Maintain ITSM project record following CSO standards (more detail below).
• Organize and ensure the proper maintenance and appropriate access to project artifacts, typically utilizing a standard SharePoint location and project repository format.
• Adhere to CSO standards for the development and upkeep of project artifacts and project data.
• Stay abreast of changes to templates and processes, providing feedback for continuous improvement.
• Use prescribed secure system development lifecycle (SSDLC) as appropriate.
• Conduct project closeout and documenting lessons learned.
• Develop strategies to complete the work required to meet strategic goals.
• Collaborate with leadership on continuous improvement efforts such as standards, process, and training that will grow ITS as a competitive IT service provider.
• Assist with onboarding new agencies who would like to utilize ITS products and services.
• Perform full range of supervisory responsibilities.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Project Manager 3, SG25, (previously known as Project Manager 2, SG25) OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
