Duties Description Supervise a unit of analysts that identifies, researches and analyzes the uses of government funds, including the fiscal and operational implications of those uses, by New York City and City-related public authorities and corporations. Oversee and participate with staff in the preparation of analyses, reports, correspondence, memos and other products.

Minimum Qualifications Preferred Qualifications/Knowledge, Skills and Abilities
• A master’s degree or higher in economics, public administration, public finance, public policy or a closely related field.
• A minimum of 5 years of experience in public sector financial analysis.
• Prior supervisory experience where responsibilities have increased over time, demonstrating a clear progression in supervisory responsibility.
• Candidates must possess strong quantitative and analytical skills, including prior experience with large databases, expense modeling, and performance metrics. Previous experience with FMS, Info advantage and/or other general ledger/financial reporting systems is a plus.
• Demonstrated ability to analyze the financial impact of legislation, collective bargaining agreements, and other policy changes.
• Knowledge of debt, capital investments, and public authorities, including the Metropolitan Transportation Authority and the Public Housing Authority, is a plus.
• Strong written and verbal communication skills
• Ability to adhere to tight time constraints with a high degree of independence
• Commitment to mentoring and developing the skills of team members

Additional Comments Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
