Duties Description This position is located in Medicaid Financial Management within the New York State Department of Health Division of Administration, Fiscal Management Group. Under the general direction of the Principal Accountant, the Associate Accountant will supervise a team of accountants and other staff responsible for the accounting of federal reimbursement of program expenditures and associated accounting activities related to the Medical Assistance Program and related programs.
Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as an Associate Accountant, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Accountant, G-23 under section 70.1 of the NYS Civil Service Law.
Provisional Promotion: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: NYS DOH employee with one year or more permanent or contingent-permanent, competitive status as a Senior Accountant, Senior Health Care Fiscal Analyst, or Management Specialist 1 full journey level. If appointed provisionally, the incumbent will need to take the next Civil Service examination for this title and pass with a score that will be immediately reachable on the resulting eligible list. Failure to take, pass and achieve a reachable score on the examination may result in revocation of the appointment.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Senior Accountant, Senior Health Care Fiscal Analyst, or Management Specialist 1, full journey level. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
Preferred Qualifications: In addition to meeting the minimum qualifications of the position, it is preferred that the incumbent have the following abilities and qualifications:
• Knowledge with federal grant reporting processes or experience with expenditure reports or other similar federal or state government mandated reporting.
• Ability through technical skills to organize large data sets, conduct data tracing, and ability to communicate results through verbal and written communication in a manner that is easy to read, and understandable to those without a finance background.
• Ability to respond promptly and adjust unit priorities in situations when doing so is necessary.
• Experience using the Statewide Financial System.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
