Duties Description Reporting to the Deputy Regional Director of the Long Island Region, the Associate Budget Analyst job duties include but are not limited to:

• Maintains Regional Budgets, Revenue Reporting and Park expenditures.
• Supervise and control regional purchasing activities including establishing and evaluating systems and procedures for processing vouchers and purchase orders.
• Oversee regional revenue receipts and the tracking and evaluation of revenue and attendance.
• Maintain Park revenue and attendance data.
• Develop, evaluate, and modify as appropriate, revenue collection internal controls.
• Conduct audits of concessions, revenues, refunds, and expenditures. Perform floor checks and other internal control techniques periodically.
• Assess Park needs and submit requests for regional contracts.
• Manage the Statewide Financial System (SFS).
• Approve and reconcile all P-card purchases and Travel expenditures.
• Direct the preparation of the region’s non-personal service (NPS) budget and the personal service (PS) budget requests, including the development of allocations for temporary and seasonal funds.
• Oversee expenditures of and accounting for funds appropriated.
• Review payroll and regional expenditure reports.
• Supervise lower-level Regional Business Office personnel.
• Monitor and Reconcile NHT bank accounts, review and approve purchases and assist with processing requisitions.
• Manage Regional Housing including but not limited to maintaining records and assisting Park Staff with requests for repairs, lease agreements, insurance policies, home inspections, vacant property assessments and the collection of rent payments.
• Interpret Finance Law, State Guidelines and Agency Policy’s and ensure regional staff receive appropriate training related to purchasing, cash handling, revenue collection and reporting.
• Oversee Captree Boatmen Fleet including issuing License Agreements and reviewing Berth Requests. Process annual License and Maintenance fees, monthly utility fees and Coast Guard Certifications. Monitor required Insurance policies and vessel inspection reports. Assist Park Manager with enforcing agreements and addressing concerns.

Minimum Qualifications ELIGIBLE LIST APPOINTMENT:
Candidates may be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list.

TRANSFER QUALIFICATIONS:
One year of permanent competitive or 55-b/55-c service in a title eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

PROVISIONAL QUALIFICATIONS:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have one (1) year of permanent competitive or non-competitive 55-b/55-c service as a Senior Budgeting Analyst, SG-18.
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

REASSIGNMENT QUALIFICATIONS:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as an Associate Budgeting Analyst to be eligible for reassignment.

Additional Comments Preferred Skills:
• Proficient in Microsoft Office Suite, particularly in Excel.

Appointees who work in Suffolk County will receive an additional $4,000 annual downstate adjustment.
