Duties Description Under the supervision of a Human Resources Specialist 2, and/or an Associate Director, Human Resources 1, the Human Resources Specialist 1 will serve as a human resources generalist providing a full range of personnel services including staffing, recruitment, classification, examination planning and succession planning. Additional duties and special projects will be assigned as needed.
The ideal candidate will be able to work both independently and effectively as part of a team in addressing human resources management issues. Additionally, the candidate should possess excellent communication skills, both oral and written. Proficiency in Excel, PowerPoint and Visio are a plus. Candidates with prior experience with Workday are also encouraged to apply.
Minimum Qualifications Appointment to Human Resources Specialist 1, SG-18: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6, 70.1 or 70.4 of the Civil Service Law.
Appointment to Human Resources Specialist Trainee 1 or 2, NS*:
List Appointment: Candidates must be reachable for appointment on the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible list.
Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6, 70.1, or 70.4 of the Civil Service Law.
55 b/c Appointment: Candidates certified as 55 b/c eligible by the Department of Civil Service who possess a bachelor’s degree are eligible to apply.
*Candidates appointed at the trainee level will be required to serve up to a two-year traineeship.
Additional Comments The New York State Canal Corporation (Canals), a subsidiary of the New York Power Authority, is responsible for overseeing and maintaining the 524-mile waterway for boating, recreation, tourism and agriculture. The New York State Canal System includes the Erie, Champlain, Oswego and Cayuga-Seneca canals, linking the Hudson River with the Great Lakes, the Finger Lakes and Lake Champlain. The 200-year-old NYS Canal System extends over 524 miles and plays important roles in New York’s economic development, tourism industry and environmental stewardship.
