Duties Description The Internal Auditor 1 will be assigned to the Office of Audit Services and Compliance (OASC) and will report to the Internal Auditor 2, SG-23. The Internal Auditor 1 duties will include but not limited to:
• Plan and conduct internal audits of agency program areas and function to determine if adequate controls are in place and functioning properly;
• Develop an audit plan clearly establishing the scope, objectives, high risk areas, and specific audit steps to be taken during fieldwork.
• Participate in opening conferences with the head of the agency’s program area to explain the audit purpose, scope, process, methodology, and reporting process.
• Develop testing procedures to assess whether established policies and procedures are efficient and effective, to determine if assets and resources are effectively utilized and properly safeguarded, and to confirm that internal controls exist and function properly;
• Document work including planning, survey work, fieldwork, and reporting in TeamMate Audit Management Software in accordance with International Professional Practices Framework standards;
• Participate in exit conferences and discuss audit findings with the head of agency’s program area under audit and work with them on identifying correction actions.
• Prepare reports summarizing the results of internal audits including background, objectives, scope, summary, and findings and recommendations;
• When acting as lead auditor in an audit project, the Internal Auditor 1 will co-ordinate work of other auditors, or student intern working on the project, as required.
• Responsible to acquire knowledge of Global Internal Audit Standards and apply them in performing internal audits.
• Ability to work independently or as part of a team and will be responsible for multiple projects simultaneously.
• Approximately 10% travel is required.
Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Internal Auditor Trainee 1, NS: You must have a bachelor's degree in accounting, actuarial science, auditing, banking, business administration, business management, community health, computer information systems, computer science, criminal justice, criminal science, criminology, cybersecurity, digital forensics, economics, finance, financial market regulations, forensics, government, homeland security, information science, information security, information technology, internal auditing, justice studies, law enforcement, management information systems, management information technology, mathematics, operations research, political science, public administration, public affairs, public health, public justice, public policy, public policy and management, quantitative analysis, research methods, statistics, or taxation.
Advanced placement to the trainee 2 or journey level may be possible depending on education and experience and subject to agency approval.

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
COMPETITIVE MINIMUM QUALIFICATIONS:
Internal Auditor 1: Permanent service as an Internal Auditor 1, SG-18, or one year of permanent competitive or 55b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.
Internal Auditor Trainee: Permanent service as an Internal Auditor Trainee or one year of permanent competitive or 55b/c service in a title eligible for transfer.
Preferred Qualifications: In addition to meeting the minimum qualifications, the candidate must possess strong organizational and planning abilities, interpersonal skills, and good writing and analytic talents. Knowledge of Microsoft Word and Excel is preferred.
Additional Comments Up to 10% travel may be required for this position.
