Duties Description The Professional Engineer 2 (Mechanical/HVAC), SG-27, will report to the Capital Facilities Regional Manager 1 and serve as Engineering Lead for the Capital Bureau in the Long Island Region, providing overall technical and supervisory oversight of engineering staff. In addition, they will oversee Capital projects and provide coordination and oversight across all engineering disciplines and Project Managers.

The Professional Engineer 2 (Mechanical/HVAC)'s duties will include but are not limited to the following:
• Manage complex mechanical and MEP engineering aspects of capital projects (new facilities and improvements of existing) from planning through construction.
• Coordinate design documents, schedules, and cost information with architectural, landscape architectural, civil, structural, electrical, environmental, and construction management disciplines.
• Perform and oversee mechanical engineering design and technical review of mechanical, electrical, plumbing, piping, fire protection, BMS, HVAC and related building systems for new construction and rehabilitation projects, including complex modifications to existing new and historic facilities.
• Prepare, review, and approve feasibility and other technical studies, mechanical contract drawings, specifications, cost estimates, and standards in accordance with NYS codes, energy standards, and agency requirements.
• Provide technical direction, guidance, mentoring, and formal review of work products prepared by subordinate engineering staff.
• Review, approve, sign and seal in-house engineering projects.
• Review and approve work performed by external design consultants.
• Provide active oversight of and direction to consultant design work during all phases of the project cycle to ensure project goals, schedules, and budgets are met.
• Assist in the development and refinement of scopes of work, technical standards, and internal engineering guidance for the department.
• Actively manage project schedules, workload priorities, and staffing assignments across the engineering unit.
• Support value engineering, constructability reviews, and lifecycle cost analysis to improve long-term performance and operational efficiency of building systems.
• Develop and maintain project documentation, including records of meetings, correspondence, decisions, and progress.
• Provide senior-level technical oversight during construction, including review of shop drawings, responses to contractor’s Requests for Information, preparation and review of Information Bulletins, review and approval of daily construction reports and logs, and participation in field inspections.
• Resolve complex mechanical, constructability, and interdisciplinary coordination issues during construction.
• Serve as the primary point of contact for assigned District and Agency projects.
• Represent the Agency in meetings, presentations, and technical discussions with internal staff, executive leadership, regulatory agencies, consultants, and public stakeholders.
• Supervise and evaluate the work of lower-level professional engineers and technicians from design to completion and ensure that work performed complies with established policies, procedures, and program objectives

Minimum Qualifications FOR PERMANENT APPOINTMENT:
To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list for this title.

70.1 Transfer Qualifications:
Candidates must have one year of permanent competitive or 55b/c service as a Building Construction Program Manager 3, or as a Professional Engineer 2 with one of the following parenthetical title designations: Civil, Civil/Construction, Civil/Geotechnical, Civil/Materials, Civil/Structural, Civil/Transportation, Electrical, Environmental, Industrial, Mechanical, or Mechanical/HVAC, AND possess a New York State Professional Engineer’s license and current registration.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. A comprehensive list of titles approved for transfer is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/.

FOR PROVISIONAL APPOINTMENT:
In the absence of a viable eligible list with three or more candidates willing to accept appointment a provisional appointment may be considered. For a provisional appointment candidates must have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as a Professional Engineer 1 (Mechanical/HVAC). The appointed candidate must take, pass and be reachable on the next holding of the examination to be appointed permanently.

Additional Comments Salary Information:
The posted hiring rate includes the sum of the statutory hiring rate for PS&T Grade 24 ($106,898), an Increased Hiring Rate ($11,736.00), Geographic Pay Differential ($13,500), and Downstate Adjustment ($4,000). The posted job rate is the sum of the statutory job rate ($131,665), Geographic Pay Differential ($13,500) and the Downstate Adjustment ($4,000).

Operating Needs:
• At the time of appointment and as a condition for continued employment, you must possess a valid license to operate a motor vehicle in New York State.
• At the time of appointment and as a condition for continued employment, you must possess a New York State Professional Engineer’s license with current registration.

Work hours will be 8 AM to 4 PM or 9 AM to 5 PM.
