Duties Description The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking candidates for an Education Program Assistant (EPA) 2 position in the office of the State Board for Nursing. The duties of this position include, but are not limited to, the following, and the position will be partnered closely with OP’s Division of Professional Licensing Services (DPLS) office:
• Provide assistance with Board and Committee Meetings, as applicable and travel as needed;
• Reply to internal and external correspondence that includes both written and telephone inquiries;
• Answer questions relating to professional education, professional misconduct, obtaining a professional license, registration, or limited permit, and other profession-related inquiries, including questions related to the scope of practice of all professions overseen by the State Board Office;
• Coordinate the internal review of all potential and actual fraudulent nursing education as well as other types of fraudulent documents;
• Work directly with law enforcement agencies, other jurisdictions and associations to research fraudulent nursing programs and report information back to upper management;
• Train subordinate staff on techniques and specific information that is needed to research validity of nursing education programs;
• Create training manuals and guides to assist lower-level staff with ways to handle communications with applicants and licensees who have potential fraudulent education on file;
• Handle direct communications with applicants and licensees who have education that is questionable and needs further research or that have been deemed to have fraudulent education;
• Act as the point of contact, in collaboration with DPLS, to liaise with external stakeholders, state and national associations, and exam vendors, and attend meetings as needed to elicit and share information;
• Assist in development of communications and updates to the public; and
• Complete other assignments as directed;
• Coordinate with Board office staff and other OP offices as necessary; and
• Perform other duties, as assigned.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 2.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Education Credentials Specialist 1. Candidates must also possess a bachelor’s degree to qualify for transfer.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1 or Agency Program Aide. Provisional candidates must take the examination for Education Program Assistant 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent competitive or temporary provisional appointment. Provisional candidates must take the examination for Education Program Assistant when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period.
This position leads to a maximum salary of $85,138 based on annual performance advances.
