Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 1/ Mental Health Program Specialist Trainee, in the Office of Quality Improvement, Bureau of Inspection and Certification (BIC). BIC ensures that all mental health providers and programs certified by OMH meet generally recognized standards for operation as well as standards established by the Codes, Rules, and Regulations of New York State. Under the general direction of the Mental Health program Specialist 3, the incumbent will access the quality of field office regulatory, compliance, and licensing operations; maintain monitoring data; analyze licensing trends; and review Prior Approval Review (PAR) applications and New York State Electronic Certificate Of Need (NYSE-CON) applications to establish new behavioral health programs and to change existing programs.
Duties to be performed will include, but not be limited to, the following:
• Coordination of PAR and NYSECON Application review process and analysis of PAR and NYSECON Applications to determine compliance with applicable standards.
• Analysis of responses and recommendations of external reviewers for inclusion in project summaries.
• Preparation of detailed letters, memoranda and reports related to PAR and NYSECON Application projects, presentation to Behavioral Health Services Advisory Council (BHSAC).
• Provide technical assistance to OMH Field Office, county and facility staff concerning operating standards, certification application procedures, and non-conforming situations.
• Coordinate with OMH and OASAS staff to resolve outstanding issues prior to Operating Certificate issuance.
• Review PAR and NYSECON applications for new and existing programs for need, cost, staffing adequacy, provider character and competence, program quality, and compliance with OMH and OMH/OASAS joint regulations.
• Provide technical assistance to local provider agencies and counties to assure proposed programs comply with regulatory requirements.
• Respond to questions from providers, the public, consultants, or government agencies concerning OMH and OMH/OASAS jointly licensed programs or the prior approval/NYSECON application processes.
• Review project background material and provide project analysis in preparation for testimony delivered by the Director or Assistant Director of the Bureau of Inspection and Certification.
• Participate in training for providers and Field Office and Regional Office staff concerning new or modified OMH and OMH/OASAS joint regulations.
• Prepare operating certificates for supervisor approval.
• Track prior approvals and prepare reports for OMH management review.
Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:
Mental Health Program Specialist Trainee 1: A bachelor's degree in: biology (and all subspecialties of biology relating to human biology), child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education.
Mental Health Program Specialist Trainee 2: Meets the requirements for Trainee 1 AND one year of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.
Mental Health Program Specialist: Meets the requirements for the Trainee 1 AND two years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.
Transfer:
Candidates must have permanent status as a TITLE and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
Additional Comments The salary listed applies to candidates appointed to Mental Health Program Specialist 1, SG-18. The salary for candidates appointed to Mental Health program Specialist Trainee 1 starts at $53,764 and, for current New York State employees, is based on the candidate’s salary at the time of hire.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
