Duties Description Reporting directly to the Director of Technology and Innovation, the Project Manager 4 (PM 4) is responsible for supporting the overall operations of the New York State Department of Labor’s Office of Technology and Innovation. The PM 4 will lead a large team of Project staff to advance the agency’s technological initiatives and innovative services. The incumbent will handle and prioritize multiple high-profile projects while keeping internal stakeholders apprised of critical developments. The PM 4 will also be tasked with driving change, modernizing internal business practices and identifying opportunities for operational efficiencies. Duties include but are not limited to:

• working with high-level stakeholders including top agency executives within DOL and vendors on inter and intra-unit projects;
• develops project communication plans;
• makes strategic decisions regarding project schedule adjustments and scope changes, ensuring project goals are achieved;
• designs and implements quality metrics to analyze project performance;
• plans and conducts project analysis sessions, such as project close-outs and Joint Application Design (JAD) sessions;
• compiles detailed project reports and communicates project status to stakeholders;
• documents and presents resource needs to agency leadership and coordinates project activities with those of program areas;
• directs or coordinates the activities of project staff and business analyst team;
• performs tasks to advance the programmatic goals of the Service Improvement team, such as analyzing the performance of projects in a project portfolio or inventory;
• balances resource alternatives and potential solutions;
• manages and resolves complex stakeholder conflicts and competing priorities across multiple high-profile initiatives;
• work with Contracts and Finance teams to manage project procurements and budgets;
• conducts training on advanced project management topics, such as quality management, and risk analysis;
• analyze interdependencies among scope requirements, utilizing quality improvement tools such as checkpoints, checklists, and process mapping;
• oversee and analyze a broad or complex portfolio of projects, assessing performance, interrelationships, and planning mitigation strategies for project issues;
• identify, evaluate, and manage project risks, including impact analysis from changes in scope, schedule, or budget;
• design, implement, and monitor quality metrics to analyze project performance and support continuous improvement;
• develops and implements project management processes and policies;
• perform all supervisory duties

52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Project Manager 3. If 3 or fewer qualified Department of Labor employees in a Project Manager 3 title respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Project Manager 3’s without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 25/M-1 or higher determined to be administrative by Civil Service.*

*Consecutive transfers cannot result in an increase of more than two salary grades.
