Duties Description This posting is for an Environmental Program Specialist 2, within the Division of Air Resources (DAR). The candidate will supervise DAR’s Region 8 Compliance and Enforcement team, coordinate with the DAR’s Region 8 Permitting team to facilitate the sharing of information between the two groups, provide resources to support the Permitting team as needed, and keep the Regional Air Pollution Control Engineer informed of all substantive issues.
The candidate will collaborate with other DEC Programs to promote joint inspections and information sharing as well as DAR Central Office staff to promote statewide consistency in enforcement decisions.
The candidate will also ensure that the Compliance and Enforcement team have appropriate training and tools to perform job duties safely and will make training and equipment recommendations to the Regional Air Pollution Control Engineer as needed.
Essential Functions:
1. Inspections
Oversee all aspects of DAR’s regional inspection program. This includes: identifying facilities to inspect based on Central Office and regional priorities; assigning staff to perform inspections; establishing deadlines and verifying completion; reviewing findings and recommendations; and addressing any issues.
2. Compliance Reports
Oversee all aspects of DAR’s regional compliance report review program. This includes: maintaining and improving processes for tracking report submittals, reviews, and completions; assigning compliance report reviews to staff; establishing deadlines and verifying completion; reviewing findings and recommendations; and addressing any issues.
3. Stack Tests
Oversee all aspects of DAR’s regional stack test program. This includes: maintaining and improving processes for tracking permitted testing requirements, protocol reviews, and test completions, and test report submittals and reviews; assigning stack test reviews and oversight to staff; establishing deadlines and verifying completion; reviewing findings and recommendations; and addressing any issues.
4. Complaints and Public Inquiries
Oversee all aspects of DAR’s regional responses to complaints and public inquiries. This includes: assigning staff to investigate the complaint; coordinating with other Programs and Agencies when appropriate; and ensuring the complainant is notified of any findings and actions.
5. Enforcement
Oversee all aspects of DAR’s regional enforcement program. This includes: making case-by-case enforcement recommendations to the Regional Air Pollution Control Engineer; maintaining and improving processes for the preparation, review, and issuance of enforcement documents; and addressing any issues.
6. Permitting
Facilitate effective communication with the Permitting team to ensure Compliance staff are aware of all permit and regulatory requirements for a facility and to provide recommendations for permit improvements.
Provide support to the Permitting team to facilitate completion of air permits and registrations.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Or
Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:
Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3
Preferred Additional Qualifications:
•Excellent interpersonal communication and customer service skills; strong writing and verbal communication skills.
•Supervisory experience and/or training.
•Excellent organization skills; strong ability to manage multiple projects on concurrent timelines and meet aggressive deadlines.
•Strong understanding of DAR programs, regulations, and policies.
•Experience performing DAR inspections, compliance report reviews, stack test reviews, and enforcement actions.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in adverse weather conditions.
Travel may be required.
Overnight travel may be required.
Weekends and holidays may be required.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
