Duties Description Within the Division of Health Care Plan Contracting & Oversight, Bureau of Managed Care Certification and Surveillance, the incumbent will assist in ongoing certification and surveillance of Managed Care Organizations (MCOs) to ensure compliance with Public Health Law Articles 44 and 49 as well as 10 NYCRR Part 98 and Model Contracts.

Specific duties and responsibilities may include but are not limited to:
•Manage activities related to Utilization Review (UR) including review of UR applications and UR surveillance of MCOs.
•Analyze state and federal legislation related to managed care and review for impact on existing program operations.
•Draft reports, policies, and procedures for internal and external review and distribution.
•Develop and maintain document library for policies, procedures, and standard guidelines.
•Assist in interpreting and clarifying policy guidelines as well as identifying critical issues for bureau and division leadership.
•Draft, review, and update training and guidance documents.
•Daily supervision of professional staff to ensure efficiency and accuracy of work assignments. Monitor and evaluate staff performance.

Minimum Qualifications Reassignment: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 2, G-23.

Transfer:
Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 2, G-23.

Preferred Qualifications: Knowledge of Medicaid Program, Managed Care Delivery Models, Public Health Law and Regulation with experience in interpretation of governing laws, regulations, or policy, Project management, Microsoft Office Application.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
