Duties Description Oversee the Region 2 (NYC) Bureau of Habitat (BOH) program, which covers Article 24 Freshwater Wetlands and Article 15 Protection of Waters.

•Conduct regulatory reviews of permit applications for construction and restoration projects in regulated wetlands and waterbodies. Provide timely comments to the Division of Environmental Permits (DEP), contribute special conditions to permits, and work with DEP and BOH staff to develop wetland mitigation standards.

•Conduct site inspections for proposed and permitted projects for consistency with regulations and permit conditions, preparing and communicating findings to internal and external personnel as needed.

•Investigate and pursue violations of regulations in coordination with Division of Law Enforcement (DLE) and Office of General Counsel (OGC). Provide wetland jurisdictional determinations to DLE. Participate in settlement meetings with OGC, draft compliance schedules for consent orders, and provide expert testimony in hearings.

•Conduct freshwater wetland delineations and jurisdictional determinations and verify delineations from consultants. Track delineation requests and maintain delineation records.

•Supervise and train staff to ensure work is performed in accordance with DEC policies and regulations. Biologists and technicians will be trained in accordance with their respective duties in permit application reviews, site inspections, compliance and enforcement activities, and wetland delineations.

•Ensure staff timecards and expense reports are filed correctly and on time. Implement individual performance programs and complete and submit performance evaluations in a timely manner.

•Manage the region’s annual budget allocation to ensure purchases are made using proper fiscal procedures and ensure timely submission of expense reports. Track expenditures for program needs and track equipment for inventory reviews.

•Actively participate in meetings and work groups with regional and central office BOH staff to discuss programmatic issues. Participate in development and implementation of policies and other procedures, including standard operating procedures,regulations, etc. pertaining to BOH to ensure that staff have clear guidance on work expectations, and to ensure their safety in the workplace. Ensure that staff attend and comply with all Department mandated training.

•Develop a regional work plan. Ensure BOH program coordination and communication with regional natural resources staff and other regional division staff. Coordinate with the Regional Natural Resource Supervisor on work group objectives that are important for regional implementation of the BOH programs.

•Represent BOH at internal and external meetings, clearly communicating DEC and BOH interests and concerns. Maintain partnerships and communications with other government agencies at local, state, and federal levels.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine),(Wildlife), or Environmental Program Spec 2 Natural Resources.
