Duties Description The New York Metropolitan Transportation Council (NYMTC) seeks to fill an Administrative Specialist 1 position in its Administration Group to provide support. This position may have a supervisory role. Duties will involve working with confidential information, and include, but are not limited to:
• Oversee Human Resources activities for NYMTC; review, initiate, and prepare requests to fill vacancies; work with program area managers to prepare job descriptions and justifications;
• Arrange and assist in conducting interviews, which may include staff augmentation contractor interviews; obtain and review credentials, references, and other documentation to support transactions and decisions about hiring and promotion;
• Answer questions from program area managers and staff about Human Resources law, policies, and practices; provide information about employee benefits, and obtain assistance in resolving problems;
• Administer the performance evaluation program for staff;
• Coordinate, research, review, and approve training for staff; maintain staff training records; provide training and orientation to new employees; arrange for special training in response to management, program area, and staff needs;
• Coordinate and oversee management of office, including facilities management; work with office building management and Office of General Services (OGS) to ensure safe and well-maintained facilities; serve as primary point of contact to resolve any issues; coordinate billing for facilities;
• May serve as agency Title IV Coordinator and/or Language Access Program Coordinator;
• Establish office procedures; design filing systems; implement policies and procedures; resolve day-to-day operational issues; maintain efficient office workflow;
• Supervise and train staff in overall office management and administrative support services;
• Perform other administrative tasks as required by NYMTC management.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position.
The qualifications are:
Administrative Specialist Trainee 1: Four years of experience performing or overseeing budget, human resources, and business services activities for an organization or program.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Administrative Specialist Trainee 2: Five years of experience performing or overseeing budget, human resources, and business services activities for an organization or program.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Administrative Specialist 1: Six years of experience performing or overseeing budget, human resources, and business services activities for an organization or program.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For
the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
