Duties Description Under the direction of the Deputy Commissioner of Technology, the Project Director, will be responsible for the oversight and management of HESC products, strategy and sales, technical roadmap, application modernization and security. The incumbent will also be responsible for supporting HESC network/system, software, and data architecture.
Duties include, but are not limited to, the following:
• Direct and provide technical and strategic leadership and guidance to HESC dedicated team.
• Collaborate with and provide oversight and support for HESC dedicated teams including PM’s BA’s, Security and Client Compute.
• Develop proposals with technical solutions that meet business needs. Develop products and manage product ownership.
• Oversee all new work intake process, procurements, and sales and strategy team.
• Collaborate with Technical/Enterprise Architects to stay current on the latest technologies and best practices to support HESC’s network, software, and data needs.
• Oversee governance review process to prioritize operational work, new opportunities, and staff assignments.
• Create standard architecture and data documentation for supported hardware/software/network and data needs.
• Schedule, coordinate and facilitate team meetings to organize work and track progress.
• Enforce infrastructure and programming standards and adapt efficient processes where possible.
• Monitor and track peer code reviews for application developers.
• Oversee and recommend process improvement to modernize quality assurance testing, reporting, interfaces, and data exchanges systems.
• Ensure use of best practices, patterns, and standards for development of new and existing systems.
• Participate and contribute to all strategic planning, governance, and roadmap planning discussions with agency and ITS.
• Maintain application documentation/artifacts, KB’s, and other application artifacts.
• Actively adapt to changing technology needs and frameworks to best serve the technical and business needs of HESC.
• Assist with preparing executive and DOB project status reports and keep the team, management and all stakeholders informed of project status and related issues, resolving and escalating as necessary.
• Assist with managing scope and the project change request process (PCR), coordinating decision process of scope and budgetary impact of changes from original specifications.
• Make appropriate project updates in ITEM and Utilize ITSM for reporting.
• Perform the full range of supervisory responsibilities.

Minimum Qualifications Nine years of experience in technical leadership and the management of products, strategy, and sales. Two years of experience must be at a managerial level.
The following degrees may substitute for the general experience as indicated:
• Associate’s degree and eight years of experience
• Associate’s degree including 15 semester credit hours in computer science and seven years of experience
• Bachelor’s degree and seven years of experience
• Bachelor’s degree including 15 semester credit hours in computer science and six years of experience
• Master’s degree in computer science or related relied substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional year of experience

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
