Duties Description Under higher level supervision, the Taxpayer Services Specialist 3 will provide guidance and administrative and technical assistance to a team, for the day-to-day activities for one or more units within a section. Activities include but are not limited to the following:
•Supervise, plan, organize and adjust staff work assignments to avoid backlogs meet deadlines, and monitor daily reports. Also, evaluate and monitor staff productivity, work performance and time and attendance using existing quality assurance procedures;
•Review and give guidance to staff regarding the more technical, complex issues associated with the workload of the unit;
•Make recommendations to management for process improvements;
•Review and disseminate changes in department, division or bureau policy or procedures to subordinate staff;
•Identify training needs and may personally develop and conduct formal classroom or on-the-job training for staff;
•Review and make determinations on appeals filed by homeowners regarding eligibility for property tax freeze, property tax relief and STAR checks.
•Effectively (accurately, clearly, concisely and timely) communicate verbally and in writing with taxpayers, taxpayers' representatives, division managers, all levels of subordinate and other Department staff;
•Write performance evaluations, and assist in counseling and disciplinary actions as necessary;
•Evaluate and monitor operations; establish priorities to ensure that the program operates at optimum capacity; develop quality control methods and procedures; evaluate staff efficiency and adjust work assignments as necessary to improve operations and avoid backlogs;
•Analyze data and develop written reports for management;
•Utilize the information from various departmental systems and software to enter data, gather information, produce reports, access files and databases;
•Effectively work with counterparts or organizations within and outside of the department;
•Adhere to the Time and Attendance rules and regulations of the Department
Minimum Qualifications The selected candidate must be eligible for transfer under Civil Service Law or reachable on the appropriate eligible list for this title and location in accordance with the provisions of Civil Service Law, Rules and Regulations.
