Duties Description The Medical Assistance Specialist 2 (MAS 2) will work within the Bureau of Third-Party Health Insurance, Medicare Savings Program and Recoveries (TPHI). Duties will include, but not be limited to:

Provide first/second level supervision of subordinate staff; ensure work is completed accurately and timely; oversee personnel related issues and follow-up with TPHI management and other appropriate offices as needed.
Assist in the development of Bureau policy; recommend modifications as needed.
Mentor and counsel subordinate staff on specified job duties.
Analyze and review work completed by subordinate staff.
Problem solves highly complex cases.
Identify risks in TPHI processes and implement quality controls and internal controls based on these risks.
Answer final-level supervisor calls from Medicaid recipients with questions about their premium reimbursement checks or recoveries DOH is pursuing from them.
Run MDW queries to assist with TPHI data needs; create associated databases to further analyze data as directed by management.
Report system defects to the appropriate groups so fixes can be implemented.

Minimum Qualifications Reassignment:
Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 2, G-23.
Transfer:
Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 2, G-23.

Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid and/or  Medicare. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY and NYSOH Back Office. Supervisory experience is a plus.
