Duties Description The Division of Fiscal Management is looking for a Principal Accountant to manage the Expenditures Bureau. The candidate will also oversee the billing of Regulatory Fees and act as a liaison in our efforts to move toward our new Revenue Solution. The Principal Accountant reports directly to the Assistant Director of Financial Administration for Expenditures and Revenue.

Managing the Expenditures Bureau includes, but is not limited to, the oversite of the following:

•All Department payments
•Credit card administration
•Travel
•Outreach to agency staff
•Post payment audits
•Responses to OSC for various audits
•Bid Openings
•Internal controls
•Communication and coordination with employees of the Office of the State Comptroller (OSC), the Business Services Center (BSC) and State Financial System (SFS)

The above duties will be in combination with guiding Regulatory Fee staff through ongoing billings in SFS along with working with Business Systems, Program and SFS staff in the effort to update Program systems to communicate directly with SFS.

Minimum Qualifications Reassignment

- Currently in the title of Principal Accountant and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible – one year of permanent competitive service in a title at salary grade 25 or higher and designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.

Eligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search “GOT-IT.”

Additional Comments Telecommuting may be available, will be discussed at interview.
