Duties Description As a Veterans Education Program Representative 1, your responsibilities will include, but are not limited to:
• Conduct compliance surveys on institutions of higher learning, non-college degree, on-the-job training and apprenticeship programs to ensure compliance with applicable laws and United States Department of Veterans Affairs (VA) regulations.
• Review and evaluate surveys to identify discrepancies and provide corrective actions to the facility and the VA.
• Prepare reports for submission to the VA concerning on-site visitation evaluations.
• Provide technical assistance and advice to educational institutions with the preparation of applications for approval to train veterans under Public Law 89-358.
• Provide assistance and advice to veterans concerning various institutions and programs and investigate and resolve complaints submitted by veterans or veterans groups.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Bachelor’s degree in any field and one of the following:
1. two years of professional experience* in a position where 50% or more of your duties involved the administration, oversight, regulation, or coordination of a Veterans’ education program to include degree programs within institutions of higher learning, certification programs, On-The-Job Training/Apprenticeship programs, or Distance Learning programs;
2. two years of professional experience* in the review, evaluation, or approval of education programs for federal approval, regional, or state accreditation purposes, to include degree programs within institutions of higher learning, certification programs, on-The-Job Training/Apprenticeship programs, or Distance Learning programs;
3. two years of professional experience* in an educational or governmental organization in an administrative position with major responsibilities for one or more of the following: educational program planning, education program evaluation, or educational program auditing for degree programs within institutions of higher learning, certification programs, On-The-Job Training/Apprenticeship programs, or Distance Learning program

*Substitutions: a master’s degree in any field or one year of active service with an honorable discharge from the United States military or under conditions in the NYS Restoration of Honor Act substitutes for one year of general experience.

OR
Current New York State employee with one year or more of qualifying permanent service as an Assistant Educational Planning & Evaluation allocated to a Grade 22 and eligible for transfer under Section 70.1 of the Civil Service Law.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Additional Comments Operational Needs:
• Travel is required (approximately 50%), including evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
