Duties Description Under the general direction of the Regional Director of Operations, the incumbent will assist in managing the budget and monitor expenditures for the regional office and residencies, ensure compliance with State and Department purchasing procedures while preparing purchase orders and p-card purchases, change notices and vouchers, and reconcile incomplete or incorrect invoices with vendors.

The incumbent will perform a variety of personnel/payroll functions including appointment processing, new employee orientations, payment of various benefits (i.e., work clothing, SAD pay, Shift Lump Sum, etc.), and assist employees with various personnel related issues (i.e., time and attendance, employee benefits, etc.). Incumbent will maintain the Regional Operations roster, track item fills and vacancies and provide residencies with item numbers for fills and promotions.

The incumbent will provide guidance and training to residency staff for completing purchasing and staffing functions listed above as well as support residencies to completing these tasks. Travel to residencies may be required.

The incumbent will also be responsible for maintaining regional files, organizing regional information for distribution, and be the main contact between residency clerical staff and regional administrative service staff. Additional duties will be assigned as needed by the Regional Director of Operations.

Incumbent must become familiar with and proficient in the use of a variety of computer applications (i.e., MMS, HRIS, SFS, TRINFO, Word, Excel, etc.).

The candidate may be responsible for supervising additional clerical employees.

The successful candidate must have the initiative necessary to work independently, ability to multitask, and capacity to appropriately handle a wide array of customers and situations.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
