Duties Description The Chief Financial Officer (CFO) is an Officer of the Corporation and reports to the President and Chief Executive Officer (CEO). As a member of the executive staff, the CFO works closely with executive and senior leadership of the Corporation. The CFO leads the Division of Finance and Accounting, including the Public Finance, Equity Finance, and Accounting Units. The CFO plans, implements, manages and oversees all financial aspects of the Corporation’s programs. The successful candidate will navigate the complexities of governmental requirements and identify and implement improvements to programs and processes.
Essential Duties
• Monitor EFC’s portfolio of outstanding debt; ensure compliance with continuing disclosure requirements and maintain communication with rating agencies.
• Manage EFC’s cash flow and permitted investments to meet liquidity needs, preserve capital, and maximize returns.
• Manage and maintain effective relationships with municipal bond underwriters, financial advisors, banks, government agencies, financing recipients, and other stakeholders.
• Identify opportunities and deliver strategic recommendations for fiscal and operational improvements, including enhancements to policies and procedures, and internal controls to mitigate risk and safeguard the Corporation’s financial position.
• Oversee the preparation and on-time, accurate completion of the Corporation’s financial documents, including but not limited to the annual audited financial statements, budget and financial plan, quarterly Board financial statements, annual information statement, federal single audit, and internal management reports.
• Maintain program liquidity, including overseeing the issuance of municipal bonds to provide additional funding, ensuring effective execution of bond transactions, and providing projections to inform the allocation of funds in the New York Clean Water State Revolving Fund Intended Use Plan (IUP).
• Oversee the Finance and Accounting team to ensure effective revenue processing, payment processing, and financial reporting, with appropriate controls in place to support accuracy, accountability and audit readiness.
• Provide decisive leadership, guidance and support to staff, including mentoring, coaching and performance feedback, to ensure timely completion of assignments and adherence to deadlines and corporate policies.
Minimum Qualifications • At least 10 years of experience managing the financial operations of a public or private sector organization, including at least 5 years of experience in a senior leadership role.
• Bachelor’s degree in business or public administration, finance, economics, or a related field. MBA, MPA or CFA preferred.
• An equivalent combination of education and experience to successfully perform the duties of the position may be considered as determined by the Corporation.
• Demonstrated leadership ability, including confidence and comfort in a role that requires the ability to identify and implement change.
• Demonstrated ability to engage, motivate and mentor staff from diverse backgrounds, while inspiring an inclusive, professional, and high-trust environment.
• Strong background in public finance, including experience working with municipal bond underwriters, financial advisors, attorneys and others to execute complex financial transactions.
• Excellent communication skills with the ability to convey complex financial information clearly and persuasively to diverse audiences.
• Proficiency with financial systems and Microsoft Office, including advanced Excel skills.
• Strong understanding of generally accepted accounting principles (GAAP) and financial reporting requirements.
