Duties Description The EPS 3 will serve as the Regional Response and Bulk Storage Supervisor within the Bureau of Spill Response and Prevention. The EPS3 will administer the Major Oil Storage Facility (MOSF), Petroleum Bulk Storage (PBS), and Chemical Bulk Storage (CBS) Programs in accordance with New York State laws/regulations, policies and procedures. The EPS3 will manage the Response Section staff who direct emergency response and residential oil spill cleanups.
The EPS3 will manage Bulk Storage section staff by planning, assigning, reviewing, and evaluating subordinate staff. They will provide guidance, training, and interpretation of regulations and policies within the PBS, CBS, and the MOSF programs. The EPS3 will create an annual work plan and implement a schedule for inspecting all active PBS, MOSF, CBS facilities, and other state-regulated PBS facilities in the Region. The EPS3 will oversee the PBS delegation agreement with Nassau and Suffolk counties on Long Island. The EPS3 will lead enhanced enforcement initiatives for compliance with applicable laws and regulations for all regulated facilities on Long Island, including gasoline stations, CBS facilities and MOSF facilities.
The EPS3 will manage the Response Section staff who direct emergency response and residential oil spill cleanups. This includes oversight of spill response staff, advising on spill response procedures, reviewing field notes, and monitoring the electronic spills database (UIS) for accuracy. The EPS3 will provide clear direction to staff in the implementation the new oil spill classification code system and associated priority matrix. They will provide guidance, training, and interpretation of the new system to ensure consistency for all spill responders. The EPS3 will review and approve Oil Spill Fund emergency spill response DEC Response/Standby Contract callouts and work authorizations in accordance with the DER guidance. They will advise and approve spill response staff Investigative Summary Reports (ISRs) for the Office of the Attorney General to ensure accurate cost recovery. The supervisor will track, review, and submit investigation summary reports prepared by staff on a regular basis. The EPS3 will assist the Regional Spills Manager with hiring and training of professional staff.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 25 or higher and:
Eligible for transfer under Section 70.1: Permanent competitive service as a Environmental Analyst 3, Environmental Assistance Administrator, Professional Geologist 2, and Public Participation Specialist 4.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Must be able to lift and move objects up to 50 pounds.
Telecommuting may be available, will be discussed at interview.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
