Duties Description The Library Development Specialist 1, State Data Coordinator supports the New York State Library’s Division of Library Development by leading statewide library data collection and reporting, overseeing data analysis, and guiding planning and evaluation activities required by the Institute of Museum and Library Services (IMLS). The position also gathers and analyzes statistics from the State Library’s Research Library and prepares annual reports on State Library activities. This role ensures that accurate and meaningful data informs statewide planning, resource allocation, and program improvement. Responsibilities include, but are not limited to, the following:
• Lead the annual data collection and reporting process for New York’s public libraries in alignment with IMLS Public Library Survey requirements.
• Coordinate and submit the biennial State Library Administrative Agency (SLAA) survey to IMLS and ensure compliance with federal reporting standards.
• Lead the State Library’s coordination of IMLS required planning and evaluation activities, including development, monitoring, and assessment of the LSTA Five Year Plan.
• Collect, analyze, and maintain quantitative and qualitative data from the State Library’s operations, including usage, collections, services, and service impact.
• Prepare annual and periodic reports summarizing State Library activities, trends, and progress toward strategic and programmatic goals.
• Develop and maintain data representations, dashboards, and analytic tools; verify and analyze data to identify trends, relationships, and performance measures that support planning and decision making.
• Manage the GIS contract to ensure accurate and up to date library service maps.
• Provide training and technical assistance to public libraries on data reporting requirements, data literacy, and effective use of data.
• Represent the State Library at meetings, conferences, committees, and professional events related to library data, planning, and evaluation; coordinate advisory groups and support public policy development.
• Serve as regional liaison to two or more library systems and supervise librarians, education program assistants, administrative staff, interns, and others as assigned.
Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Master’s or higher degree from a program accredited by the American Library Association, OR a New York State Permanent public librarian certificate AND
• three years of professional librarian experience as a Director of a public library, an Assistant Director of a public library, or as a Director of school district library services;
• OR three years of professional librarian experience as a library field advisor, library consultant, an Assistant Director, or as a Director in a state library or library system;
• OR three years of professional librarian experience as the Head librarian of a school library media center, including supervision of at least one full-time library professional;
• OR three years of professional librarian experience in a public library, academic library, research library, or special library. This professional librarian experience must include expertise with age-level or special group services, broadband, collection development, network development, resource sharing, or technology development;
• OR three years of professional librarian experience in a public library, academic library, research library, or special library. This professional librarian experience must have been in a position with overall responsibility for the operation of a major program area or branch, including supervision of other professional librarian staff.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Library Development Specialist 1.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and ONE of the following minimum qualifications:

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and experience will be required at the time of interview for all candidates. This position leads to a maximum salary of $115,252 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
